Support of the political dialogue and debate in Argentina   Argentina   Democratic Dialogue and Constitutional Processes   Fundación Red de Acción Política       The project will organize a series of seminars on Federalism and Political Parties with the participation of RAP politicians from different political parties, in order to foster the dialogue and debate by bringing together civil society and political parties. Moreover, it will develop a video system to provide virtual access to the series of seminars. It will also develop a virtual library containing all the documents developed during the project. Lastly it is foreseen the publication of two books, one on Federalism and another one on Political Parties.  
The GENDER EQUALITY "SOCIAL WATCH"   Latin America and the Caribbean   Civil Society Empowerment   Corporación de Estudios para el Desarrollo de la Mujer       The Gender Equality Social Watch iniciated activities in March, 2007 to strengthen civil society and support democracy through the follow up and monitoring of Bachelet’s government, focusing on her commitments with gender equality and women’s rights. It aims to strengthen women citizenship, influence policy making, as well as the public debate in the mass media. It supports and advocates for the gender equality agenda from a civil society possition, giving voice to women leaders, experts and women's NGOs and organizations, enhancing collective action and the articulation of virtual networks within the country and troughout Latin America. Advancements: 20 Chilean organizations committed to gender equality involved, website, a monthly electronic newsletter and several articles published in the media. In this second phase, besides the continuation of these activities, emphasis will be in the integration of a Latin American network (academics, NGOs, leaders).  
Access to Legal Aid in Africa   Africa   Human Rights and Fundamental Freedoms   Paralegal Advisory Service Institute (amendment)     consultation are under way to partner with the Paralegal Advisory Service Institute (PASI), Malawi.   The project aims at assisting Member States in enhancing their capacity to provide access to legal aid in the criminal justice system in accordance with ECOSOC Resolution 2007/24 and the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa, as well as other international legal instruments such as the ICCPR (article 14) and other relevant UN standards and norms. This will be achieved through: i)the undertaking of a survey of existing legal aid systems and mechanisms in Africa; ii)the development of a handbook on best practices in providing legal aid; iii)the provision of pilot training to paralegals in 3 African countries emerging out of conflict: Liberia, Guinea-Bissau, Southern Sudan; and iv)a thorough assessment of the additional needs of these countries in providing effective legal aid. The project focus is post-conflict societies with the aim of training paralegals to provide services to suspects, accused and victims, particularly in rural areas.  
Strengthening Somali Media Capacity For Democracy and Human Rights   Somalia   Civil Society Empowerment   National Union of Somali Journalists       NUSOJ will use funding from the UNDEF to conduct countrywide training on journalism ethics and best practices in journalism. NUSOJ will also organise under this project workshops on good governance and human rights values. The Project will also establish a well-equipped a Media Centre. This project strengthens the capacity of the media to implement the principles and practices of democracy and respect for human rights, and has direct linkage with the mandate of UNDEF.

Carlos Lopes Popular Participation Fellowship   Zimbabwe   Access to Information   National Youth Development Trust     THE NATIONAL YOUTH DEVELOPMENT TRUST   The Carlos Lopes Popular Participation Fellowship, named after the legendary former UNDP Resident Representative in Zimbabwe, the Fellowship will in its two (2) year project lifespan identify, nurture and mentor one hundred young politicians, civic society activist, university students, journalists and other emerging leaders. The fellows will be expected to influence democratic reform, accountability, integrity and sustainable policy frameworks in their local communities in particular and Zimbabwe in general. Participants shall be under 25 years as per the UN’s definition of youth, recruited on merit and competitive basis but there shall be gender parity as well as equal representation from Zimbabwe’s ten (10) administrative provinces. The course content shall include but not limit itself to the following; • Participatory democracy unpacked • Overview of Public Policy and Citizen empowerment • The UN as a model for multilateral collective decision • Democracy in Africa  
Strengthening Democratic Governance at Local Level for EU Integration   Serbia   Civic Education, Electoral Support and Political Parties   Belgrade Fund for Political Excellence     BFPE, Serbian Ministry of Public Administration and Local Self-Government   Through means of training, education, exchange and networking, the project aims at capacity building of local leaders from different sectors in 2 multi-ethnic, poverty-stricken regions of Serbia (southern Serbia region and the Banat region in northern Serbia) for effectively utilizing the EU integration process so that it contributes to local development and social inclusion. It seeks to improve the understanding of the integration processes and the benefits of accession for the local communities, addresses local problems and development priorities, makes correlation with relevant EU policies and builds local capacities in various areas. The project fosters principles of good governance and cooperation between different sectors, also via cross-border exchange with the neighbouring EU countries. It works toward increasing knowledge, self-esteem and visibility of the outstanding local leaders in public administration, business, media, and civil society.  
Enhance Women's Role in Post-Conflict Reconstruction & Nation Building   Timor-Leste   Democratic Dialogue and Constitutional Processes   Rede Feto (Women's Network)       The project will use the Suco Council Election (3rd quarter of 2008 and early 2009) as a strategic opportunity to enhance women’s participation in post-conflict nation building of Timor-Leste and build gender responsive reconstruction agenda. Building on networks, experiences& knowledge materials from the Programme for Enhancing Rural Women’s Leadership & Participation in Nation Building (PERWL) in 2005-2007, the project will sensitize women & men on women's roles in post-conflict reconstruction; build women's capacity through transformative leadership to advocate for gender responsive reconstruction & peace building policy platform; provide technical support to elected women and parties to develop such policy platform; develop capacity, effective tools & conducive environment for constituencies to hold elected officials accountable & for elected officials to deliver on the agreed post-conflict reconstruction agenda; & feed local reconstruction experiences to the national level.  
Emerging Leaders: Young Adults Empowerment through CS Engagement   Jordan   Civil Society Empowerment   World Learning       Young adults (YAs)of university age will be engaged in civil society institution building and the democratic process while being taken as critical stakeholders by those running institutions and governance organizations. Changes in attitudes as well as level of participation by YAs will be a result of advocacy training, dialogue and action plan/agenda building. Existing leaders of NGOs, traditional leaders, and governing officials will better recognize the potential and importance of YA involvement through the work of YAs themselves. Priorities in civic participation and community development will be presented by the YAs through an Agenda to be distributed and potentially adopted. Participating YAs will also become trainers and program developers themselves and emerge as leaders within the institutions they advocate for more representation  
Strengthening Civil Society Advocacy in Kosovo   Other   Accountability, Transparency and Integrity   Balkan Investigative Reporting Network       To prepare Kosovo for a post-status self-governance, civil society organizations (CSOs) must improve their capacity to orient government bodies to the public interest. With support from the National Democratic Institute (NDI), the Balkan Investigative Reporting Network (BIRN) and the Kosova Democratic Institute (KDI) propose a program to strengthen the role of civil society in ensure a transparent and accountable parliament. BIRN proposes to use its media capacity to conduct watchdog-related activities by hosting media programs that publicize the activities of the legislature. KDI would monitor government institutions and the Assembly of Kosovo based on emerging democratic legislative standards. NDI would leverage its cooperation with the Assembly to provide monitoring tools and support KDI’s advocacy efforts to improve MP accountability. The consortium would demonstrate that successful civil society engagement in the political process can improve Assembly transparency.  
Enhancing Good Governance in Romania   Romania   Civil Society Empowerment   Asociatia Pro Democratia     National Democratic Institute (NDI) Romania   The next local elections in Romania will take place in June 2008. APD and NDI Romania would like to take this opportunity to support the activity of the Roma and women local elected representatives, to prepare for a professional mandate, marked by the promotion of the principles of good governance. Considering the fact that the number of Roma and women representatives is very small, it is of out most importance for them to perform very well, so that they can set an example to the others that would like to be more active in the political life. In this regard APD will identify the newly elected Roma and women representatives and invite them to take part in the project „Enhancing Good Governance in Romania”. The activities of the project will consist in organizing of trainings and discussions on different techniques of good governance:working with citizens and civil society organizations, representing constituency, working with citizens groups, improving the mechanism of good governanc  
Equality for Muslim and Rural Women in the Philippines   Philippines   Civil Society Empowerment   National Rural Women’s Coalition (amendment)       This project will support women in 4 Muslim and 12 rural provinces to advocate for increased state accountability to obligations under CEDAW in removing discriminations against them. Following the 2006 CEDAW Concluding Comments to the 5th and 6th Philippines Periodic Report, the project will support partners in proposing to the government the institution of temporary special measures to catalyze Muslim and rural women's participation in local and national governance and to ensure gender-responsive planning, programming, budgeting and service delivery. The project will initiate a capacity building, advocacy and mentoring programme for Muslim women and rural women in fishing, farming and indigenous communities on the application of CEDAW principles in analyzing how their human rights are being violated and help them initiate dialogue with community leaders and government authority.

Democratic Dialogue for Strengthening Women’s Political Participation   Yemen   Democratic Dialogue and Constitutional Processes   Club of Madrid for Democratic Transition and Consolidation       Responding to one of the great challenges facing democracies in the 21st century, this project will work on political and social integration of women in Yemen over the course of a year. Building on the CoM’s experience and ongoing activities in and around the region, this project will seek to build consensus and networks in support of women’s political rights across a broad spectrum of political and civil society actors. This project will work with Yemeni women’s organizations, political parties, the government, and other civil society actors to increase the profile, capacity and role of women leaders. Led by Club of Madrid Members, including the support of former Prime Minister Abdul-Karim El-Eryani, the four missions planned throughout the year will develop consensus frameworks in accordance with international standards that will lead to concrete strategies and recommendations for changing the policy environment affecting women, including the possibility of a legislative quota.  
PRI Action for Community Development   India   Civil Society Empowerment   Humana People to People India       The hereby suggested project will contribute to a positive development of the Panchayati Raj Institution. Through capacity building workshops and execution of short term community development programs this project will aim to enable the PRI members in 100 Gram Panchayats to perform the tasks which were envisaged in the 73rd Amendment when the Panchayati Raj was accorded constitutional status in 1993; To plan and execute village level public works and their maintenance, ensure welfare of the people at village level including health, education, communal harmony, social justice, dispute resolution and welfare of children. The project will work on building capacity in all members, but give special attention to women by making elected female members aware of their rights and responsibilities provided in the Panchayati Raj act and train them to take leading roles in community development work. HPPI will execute the project in 5 Indian districts where the organization already has a presence.  
Promoting Women's Leadership in 2009 Election and Beyond   Indonesia   Civic Education, Electoral Support and Political Parties   Koalisi Perempuan Indonesia (Indonesian Women's Coalition)       Women’s equal participation and representation in politics is the foundation for gender equality and women’s empowerment, and building an accountable government based on democratic principles. The project focuses on bringing women’s voices into the decision making processes by consolidating a women's agenda towards the 2009 National Elections in two provinces with women candidates and constituency, and supporting women candidates to run a successful campaign towards increasing women's representation at the provincial and disrtict level. It will advocate with political parties to adopt the women's agenda and gender policy to place women high on the party list. Public fora will be organized for both men and women candidates to discuss the agenda. Elected women will receive post-election trainings to understand legislative and budget making processes to evolve the women's agenda into policy, and understand the principle of accountability in order to function as effective representatives.  
LIBERIA WOMEN DEMOCRACY RADIO: "Giving Voice to the Voiceless"   Liberia   Access to Information   LIBERIA WOMEN MEDIA ACTION COMMITTEE       Giving that Liberian women have suffered the worst forms of Discrimination during the civil crises, coupled with the high rate illiteracy amongs women and the low-level of women free access to requisite information on issues affecting; LIWOMAC and YWCA of Liberia seek to establish the Liberia Women Democracy Radio to serve as the medium through which the voices of women in the country will be heard. It will also empower female journalists, thereby creating a condusive working environment for them.  
Learning and living democracy   Bosnia and Herzegovina   Civil Society Empowerment   Education Center for Democracy and Human Rights       The connectivity project will empower students’ and teachers’ networks across all lines, to work effectively on actions to protect human rights and gain skills how to influence policy makers to realize those rights for themselves and others. These projects will include 400 students (20% of Roma and disabled), 80 teachers and administrators, 250 NGO members and local government representatives. Multiplier effect will be achieved by dissemination of materials and web based networking between participants using skills developed through this project about policies of realization of human rights at all governmental levels. Information campaign, part of our visibility strategy, will cover each action; data base on ´Project citizen” action plans will be established; Open forums organised; quarterly newspaper published  
Deepening Democratisation processes through Youth Leadership   Myanmar   Civil Society Empowerment   ActionAid International in Myanmar       Building on the experience of working in two states in Myanmar through a three month long Leadership development programme which reached rural communities and civil society organizations in various parts of the country, this project aims to upscale the learning of project and strengthen the foundations of civil society action through i) building leadership among the youth of the community along with their networks. These will mobilize the community people to understand, practice and demand democracy; ii) strengthen civil society work including media and creating discourse of democracy; iii) Commission policy research and establishing policy dialogue and idea exchange among ruling authority and civil society. Around 11,000 people will directly participate in this project along with 3000 active youth volunteers and 100 youth leaders. This project is expected to reach a wide range of citizens from 5 of the 14 states/divisions across 17 different ethnic groups.  
Media, Transparency, and Accountability in Albania   Albania   Access to Information   IREX Europe       The Project will build the Albanian media sector’s vital role in promoting transparency by improving its capacity 1) to investigate and inform citizens about corruption and issues of civic concern and 2) to develop, implement and enforce its own ethical and professional standards. The Project will support two nascent Albanian media support organizations seeking to become key sustainable contributors to the sector: the Hapur (“Open”) Foundation, a center for high-quality and objective investigative journalism and training, and the Union of Albanian Journalists, which advocates for journalists on labor, libel, and free speech issues and promotes media professionalism. Through Hapur Foundation, the Project will produce 30-minute TV magazine shows featuring investigative journalism from around Albania for broadcast on an established network of TV stations. The Project also will strengthen the Union’s advocacy for journalists, consensus around ethical codes and monitoring of press freedom.  
HR-based Approach to Strengthening Participatory Democracy in Cameroon   Cameroon   Civic Education, Electoral Support and Political Parties   Centre for Human Rights and Peace Advocacy     Human Rights Focus,Help Out,Leaque de Driots de L'home et Liberte,CHRAPA Douala.   This project will strengthen and reinforce participatory democracy in Cameroon by working with an authonomous electoral body known as Elections Cameroon (ELECAM)at the level of voters' sensitization, education and follow up voters' registrations. Political parties shall be involved to cause active participation of their militants in preparation for the 2011 Presidential Election in Cameroon.The project shall also package human rights promotion and protection and the reinforcement of the rule of law through access to justice paralegal program since the respect of human rights and the rule of law are life wire behind the consolidation of democracy. Women and youths who are vulnerable groups and constitute more than 60% of Cameroonian population shall be the main target group and the beneficiary of the access to justice paralegal program. By the end of the project women and youths shall know their rights and actively participate in the running of their communities and public affairs.  
Advancing Gender Equity in Governance   Papua New Guinea   Civil Society Empowerment   National Council Of Women       The project objective is to increase women's participation in decision making process in political govrernance. In the political structure women have been empowered to be represented in the Provincial and Local Level Government. The program will empower women to be active leaders through various training, sensitise male through awareness programs to change people's perception, develop data base on women in decision making level.  
Strengthening Citizen’s Participation in Democratic Governance   Cambodia   Democratic Dialogue and Constitutional Processes   Committee For Free and Fair Elections in Cambodia     Committee For Free and Fair Elections in Cambodia , COMFREL and its local networks   The intended direct beneficiaries will be 30% of the Cambodian citizens or electorates in 24 constituencies(the total of electorates than 8 millions in 2008) especially poor, women, youths, disadvantaged people and ethic minorities who will be able to gain knowledge about the importance of their participation in democratic governance through printed materials and media broadcasting. Citizens will be empowered, and will have increased influence on the elected officials in promoting democratic governance. The citizen will receive information and reports regarding the fulfilment of political platform promises of political parties and the performance of elected officials. Civic skills will be offered providing opportunities to share their voices, opinions and concerns on the performance of elected officials and fulfilment of elected officials through forums that will be heard widely.  
Strengthening Pacific Women’s Political Representation   Asia and Pacific   Civic Education, Electoral Support and Political Parties   International Women's Development Agency     IWDA; ANU; University of the South Pacific; Commonwealth Local Government Pacific Project; Fem'Link   Utilising extensive research from the Australian National University (ANU), University of the South Pacific (USP)& UNIFEM, & IWDA’s experience with women’s political empowerment, develop & implement a program to increase women’s representation in parliament & local government in Pacific countries. The initiative will (a) work with government agencies to establish easier access points for women’s political engagement (eg consultative bodies, regular advisory forums); (b) provide targeted training, mentoring, support & administrative assistance to women interested in nominating for national parliament & local government elections, building on previous UNIFEM materials & experience; (c) contribute to an environment more conducive to women’s nomination & election through a strategic media campaign to broaden perspectives on leadership. Immediate focus planned for Fiji given proposed elections in 2009. Approaches will be reviewed & adapted for implementation in other Pacific countries  
Conférence internationale « Les défis de l’alternance démocratique »   Africa   Human Rights and Fundamental Freedoms   Institut des Droits de l'Homme et de Promotion de la Démocratie       Le Bénin et les Etats intéressés, préparent en partenariat avec le Fonds des Nations Unies pour la Démocratie une rencontre d’Experts de haut niveau. Cette rencontre vise à contribuer à l’identification d’enseignements tirés de l’expérience et de pratiques ayant permis, avec succès, la mise en œuvre de ce principe d’alternance. Elle réunira, dans le cadre du système des Nations Unies et au-delà, des experts et praticiens impliqués dans les processus de démocratisation, en particulier les acteurs de la société civile, des Etats-Membres, le monde académique et des groupes de réflexion.  
Strengthening Women's Leadership in Jamaica   Jamaica   Civil Society Empowerment   Women's Resource and Outreach Centre     WROC will execute the project assisted by its Board of Directors and a Project Steering Committee.   The project builds on WROC’s existing work and responds to the Concluding Comments on Jamaica made by the Committee on the Elimination of Discrimination Against Women observations’ at its 36th Session in August 2006. It involves work with professional women and their organizations as well as urban and rural working class women such as household workers and farmers. Project Areas: Research - to inform policy, training, advocacy and organizational strengthening. Training - of 501 women for leadership on Boards and of Working class women as CEDAW Advocates. Policy Development - based on research to secure gender sensitive measures to advance women in leadership and decision-making. Advocacy & Public Education - to promote the findings of research and policy proposals and encourage women to participate in decision-making and advance the interests of their families.  
Formation des citoyens au droit et dialogue avec les institutions   Democratic Republic of the Congo   Civil Society Empowerment   RCN Justice & Démocratie       Tout processus démocratique implique l’instauration d’un système de justice légitime, indépendant, en adéquation avec les attentes des citoyens, et protecteur des plus vulnérables. La vulgarisation du droit auprès des citoyens est donc un préalable pour leur permettre de prendre une part active à la construction d’un état de droit démocratique. Le rapprochement des acteurs de justice et des représentants de la population s’avère aussi indispensable pour établir la confiance de la population envers ses institutions. Pour susciter ce rapprochement et cette participation des citoyens au processus démocratique, RCN formera des personnes ressources de la société civile aux notions de droit, organisera des campagnes de sensibilisation sur le droit et la justice, produira des dépliants, appuiera des espaces de communication, organisera des journées portes ouvertes dans les tribunaux et les commissariats de police et, enfin, organisera des ateliers-rencontres. Le projet aura lieu à Kinshasa.  
Strengthening Women's Participation in State and Local Governance   Nigeria   Civic Education, Electoral Support and Political Parties   Community Partner for Development       The project seeks to enhance women's representation in state and local governance structures in the Niger Delta specifically in Akwa Ibom State and to create an enabling environment so that they can retain and exercise their legislative powers to promote a political and social agenda for achieving gender equality and equity.  
The Right to Communicate through Community Radio   Ghana   Human Rights and Fundamental Freedoms   Ghana Community Radio Network     Ghana Community Radio Network (GCRN)   The Project seeks to take advantage of the freshly enlarged regulatory space to accelerate the growth of Community Radio in Ghana. It will organize regional workshops nationwide to foster deeper understanding of participatory development radio & build consensus around the Community Radio Development Plan. This will lead to similar orientation at the District level. The Project will leverage GCRN's considerable experience in the participatory start-up of Community Radio stations. It will train community members to conduct formative research for the design of some 20 Community Radio stations nationwide. Support will be provided at the frequency application stage & beyond. The number of Community Radio stations will potentially triple. Viewing Community Radio as vital to the exercise of the Right to Communicate, it has taken Human Rights & Fundamental Freedoms as its core activity line. The Project is also directly relevant to the other activity lines both in terms of content & process.  
Empowerment of Women Citizens   Turkey   Civil Society Empowerment   The Association for Support and Training of Women Candidates     KA-DER;KAMER;WWHR;SELIS;ACEV;TKB;VAKAD   The Project aims the empowerment and capacity building of women's NGOs and/or semi-organised groups of women in 7 regions and more than 30 cities of Turkey.By this,the Project aims an extensive civic education of women voters in Turkey.  
Strengthening the Network of Democracy Research Institutes (NDRI)   Global   Civil Society Empowerment   International Forum for Democratic Studies (a division of NED)       The International Forum serves as the secretariat for the NDRI, a global network of 69 member institutes that conduct research on democracy, democratization, and related policy issues. To strengthen and expand this Network the Forum seeks funding to develop five interrelated initiatives, namely: a)Hold a week-long workshop in Washington for 10 to 12 managers of member institutes, who will visit leading think tanks for presentations and advice on such topics as publishing, communications and outreach, conference planning, Web-site development, and fundraising; b)Convene a research conference for NDRI members on poverty, inequality, and democracy; c)Inaugurate a translation project, initially publishing a yearly edition of the Journal of Democracy in Spanish (and possibly in the future other languages such as Chinese, Arabic, and French); d)Organize exchange visits among Network members; and e)Digitize NDRI publications and make them accessible via a searchable database.  
Supporting the Engagement of Civil Society in Morocco’s 2009 election   Morocco   Civic Education, Electoral Support and Political Parties   Moroccan Center for Civic Education       The purpose of the project is to support engagement of civil society in the 2009 local council elections. It will provide materials, training, and support for local programs to use the highly successful Project Citizen (PC) curriculum to engage young adults in public policy issues and enable them to participate in informed political dialogue with other voters and candidates. PC is a curriculum in which youth and young adults work in advocacy groups to select a public policy problem, research the problem and optional policies to deal with it, select or develop a policy to advocate, and develop an action plan to engage policymakers to adopt their policy. Trained NGO and university leaders will facilitate young adults working together to research and develop an action plan surrounding an issue that concerns them. The participants will become knowledgeable and effective advocates capable of informing other voters and convincing candidates to adopt the young voters’ concerns in their platf

The project will also provide education for UN agencies, NGO’s and national government bodies to build their understanding about the human rights concerns, issues and perspectives of Indigenous Peoples and how greater diversity in cross -cultural collaborative human rights campaigns, based on mutual understanding and mutual respect, can be a fundamental basis for building and strengthening democratic institutions at all levels.

Specifically, it will promote civil society engagement through civic education, voter registration, electoral monitoring, and dialogue with parliamentarians. It will also support community based organizations, gender budgeting, use of media to promote inclusion, training of local women leaders and awareness building.  
Promoting the African Charter on Democracy, Elections, and Governance   Africa   Civil Society Empowerment   Institute for Democracy in South Africa     The Africa Democracy Forum www.africandemocracyforum.org   In January 2007, the Member States of the African Union (AU) adopted the African Charter on Democracy, Elections and Governance. This marks a significant step forward for AU as an actor promoting good governance in the region. The Charter offers a unique opportunity for stakeholders to consolidate democratic gains that they have made and to ensure democratic practices by governments in Africa. To maximize the potential of the Charter, Idasa, working with a regional network of over 400 non-governmental organizations (NGOs), African Democracy Forum, plans to launch a campaign urging Member States to sign and ratify the Charter. By developing regional and national strategies, the campaign would build solidarity among NGOs and enhance the capacity of NGOs to engage in constructive dialogues with policy makers. A successful campaign would ultimately result in the ratification of the Charter by at least 15 Member States, by which the Charter come into force.

Nous cherchons à aider les jeunes à exercer leur citoyenneté, en les intégrant aux espaces de prise de décision auxquels ils ont peu accès, et à manifester leurs compétences pour présenter des propositions, des stratégies et des actions innovantes. Nous établirons un processus de formation intégrale avec une méthodologie d'alternance, combinant théorie et pratique pour la gestion, l'assessorat et la médiation de conflits, centrée sur la démocratie et le développement communautaire. L'axe principal est la potentialisation du leadership actif des jeunes, ce qui génèrera un bénéfice indirect pour la population des 17 communes d'Alta Verapaz.

Des centres de formation à la démocratie seront également construits. Il est attendu que grâce à l'action du projet, les autochtones participent mieux à la gestion des affaires publiques et que leurs préoccupations soient intégrées lors de la définition des politiques publiques nationales.  
Civil society empowerment project to promote democracy   Sri Lanka   Civil Society Empowerment   Saviya Development Foundation     Consortium of Humanitarian Agency ( CHA)   Among the rural community of Sri Lanka, knowledge of democracy and related topics are almost absent. Most of people do not know even how to declare their votes. A large number of votes are rejected at every election. This project intends to educate the community regarding this matter and establish easy access to information. The project duration will be 02 years. By implementation of this project, participation of marginalized or vulnerable communities to democratic processes and decision making processes is highly expected. It seems that shortage of officers who have education on democracy and gender is a great problem that is haunting in the public and private sectors. This matter will also be addressed by this project. To evaluate project activities, provincial and national elections, which will be conducted in 2009 and 2010, will be used. Self help groups will carry the massage of democracy to the society even after the completion of this project.  
Women in Politics   Mozambique   Civic Education, Electoral Support and Political Parties   Ibis Mozambique     Forum Mulher (Women's Forum; a national umbrella organisation).   Mozambique's second municipal elections have just been concluded. Next year will see both provincial and general elections. In this context, the project will train female elected members of municipal and provincial assemblies to become advocates of gender equality, and to target issues and policies that inhibit the equal participation of women. Also, the project will facilitate the interaction between female politicians and their constituencies represented through female community leaders. The goals of the project are achieved through a series of trainings that are followed up in community groups, and supportive activities like linking female politicians with their colleagues in other Municipal and Provincial Assemblies. Appr. 275 women will be the direct target group of the project, including female politicians and community leaders. The project will be implemented by Ibis and her local partners such as Forum Mulher, the Human Rights League, the Farmers Union, etc.  
Strengthening Civil Society & Developing Independent Media in Africa   Africa   Access to Information   The INSP Foundation, known as, International Network of Street Papers     Big Issue Kenya as main implementing partner will collaborate regionally with 7 other African CSOs.   The key to a democracy is a well-informed public. This project focuses on strengthening the capacity of 8 independent street paper organisations in 7 African countries to deliver quality social journalism to civil society, encourage active democratic dialogue and empower citizens to participate in conversations on poverty, development & social justice. All organisations are members of INSP, a network of 100 street papers in 40 countries; INSP builds the capacity of individual street papers & harnesses the global movement through co-operation, communication & exchange. INSP’s innovative online news agency provides a forum for street papers to exchange quality editorial content, supporting the development of individual street papers & bringing local perspectives on poverty & injustice to a global audience. An African coordinator shall supervise a series of empowerment trainings, co-ordinate regional collaboration and through INSP, disseminate local articles regionally & internationally.

The voter education component will equip voters from the marginalized and vulnerable sectors for making informed and responsible voting as well as training them for citizen participation in democratic governance. The election monitoring component will establish and train a sufficient number of domestic election monitors for a one-year election period monitoring in relation to the May 2010 Philippine national elections(including preparatory and post-election phases). The leadership training component will develop and train emerging political leaders, particularly from the marginal and vulnerable sectors for electoral participation.

CCD will organize five regional ISC/CD workshops in the fall of 2009 to ensure action on the recommendations issued by that Ministerial and to prepare a civil society agenda for the 2011 Vilnius Ministerial. Heading the agenda of those workshops will be action on our 2008 report, “Implementing the Global Strategic Plan for Democracy Education,” a collaborative effort to link civil society in CD countries to Ministries of Education in order to create “cultures of democracy.” Those workshops will also formulate ways to strengthen the CD by engaging civil society with its new Permanent Secretariat for action on such issues as civic education, threats to democracy, democracy and development, an institutional framework to determine CD membership, gender equality and regional cooperation and to strengthen the UN Democracy Caucus.

To accomplish this, the project will implement a series of targeted activities, among them being (1) combined workshops for public officials and members of civil society (aimed at bringing about concrete solutions on transparency and public participation in local government spending), (2) broad-based media campaigns encouraging citizens to demand higher ethical standards from their public officials, as well as encouraging citizens to report acts of corruption, (3) the development (and insertion into the public school system) of modules on ethics, good governance and democracy. These activities are the product of specific requests by key public officials and members of civil society to take steps to measurably reduce levels of corruption and strengthen transparency in a country in which the democratic process is constantly under threat.

This support will take the form of a network to facilitate communication and cooperation, and the development of a training curriculum in civic education delivery methods and strategies to support the network.  
Human Rights Education for the Police   Kazakhstan   Human Rights and Fundamental Freedoms   Kazakh International Bureau for Human Rights and Rule of Law     Human Rights Commission under the President RK   The project aims to strengthen the capacity of the police to keep law and order while respecting human rights through the integrating the human rights education into the curricula in the Kazakh Police Academy and Kazakh Financial Police Academy. The project is a series of 3 local and 2 international seminars for both academic personnel (training specialists and education program specialists in active duty) and the development and further implementation t a human rights manuals for 1000 students and a teaching manuals in both police academies. The 50 trainees would become a pool of human rights educators who would integrate the human right culture in the police force through their lesson plans and training programs. UNDP in Kazakhstan is the Executing Agency. The Human Rights Commission are implementing the project. The Ebert Foundation also will support the project. The project should result in better, more accountable and more effective law enforcement  
Electoral Process Training for Civil Society in Zimbabwe   Zimbabwe   Civil Society Empowerment   Electoral Reform International Services     Zimbabwe Election Support Network - coalition of 38 Zimbabwean NGOs which observes elections there   We propose to work with the Zimbabwe Election Support Network - Zimbabwe's main civil society democracy coalition, bringing together 38 Zimbabwe NGOs - to build a network of local representatives from different civil society organisations. We will train thirty civil society 'facilitators' (two workshops), who will then train a further 300 local representatives (ten workshops). The training will be accomplished through workshops and the use of training manuals. The four key areas on which the training will focus will be: * organisation of local voter information and civic education campaigns; * use of media during and in relation to the electoral process and ways of influencing it to meet its responsibilities to the democratic process; * making objective and effective interventions in electoral disputes; and * participating effectively in domestic election observation. The project will cut across ethnic, language geographical and other boundaries.

The initiative is complementary to the ongoing project titled “Strengthening women’s leadership and participation in politics and decision-making in Algeria, Morocco and Tunisia”, implemented, in the above mentioned countries, by the United Nations International Research and Training Institute for the Advancement of Women (UN-INSTRAW) in partnership with the Centre for Arab Women Training and Research (CAWTAR), through research, study, training, capacity building and policy dialogue actions.

STRENGTHENING, PROMOTION OF WOMEN'S RIGHTS   Kenya   Democratic Dialogue and Constitutional Processes   African Woman and Child Feature Service (AWC)     AWC will be working with local partners but they will not be part of the implementing organisations.   The project proposes a multimedia strategy approach through advocacy, capacity building, research and media technical support for women’s participation in democratic governance and decision-making structures and to develop and disseminate gender sensitive reporting messages especially on women’s rights in Kenya on the Truth and Justice Commission and Constitutional Review in Kenya. It is also geared towards building the capacity of women as leaders in the countdown to Elections as well as giving women visibility through the media and equipping them with the necessary skills, knowledge and competencies to allow them to take up lead positions in the legislative branch of government, public offices and civil society at all levels. It will also train a cadre of journalists in understanding gender dimensions issues in a country such as Kenya and how to give space for women to articulate their issues.  
Enhancing the Functional Protection of Human Rights in Ethiopia   Ethiopia   Human Rights and Fundamental Freedoms   International Development Law Organization     Ethiopian Human Rights Commission (EHRC), Addis Ababa.   Ethiopia has enacted adequate human rights laws, but its inability to enforce them has perpetuated a culture of impunity regarding human rights violations. The Ethiopian Human Rights Commission (EHRC) has nationwide responsibility for the investigation and remedy of human rights complaints and for guiding government policy in this area. While it was established in 2000, it has become active only in 2008. The Project proposes to build the institutional capacity of the EHRC; to enhance its members’ knowledge and skills to effectively investigate allegations of human rights abuses and to enforce human rights laws by negotiated settlement or by rendering judgment; and to address the underlying institutional and systemic problems which undermine the protection of human rights in Ethiopia. Ultimately the Project aims to ensure that all citizens – especially women and other vulnerable groups – have effective access to justice for violations of their fundamental rights.

Our objective is to engender participative dialogue around, and input to, an on-going assessment of the 'lessons learned' from recent trends in democracy assistance.  
Women's Demands in Local Development, a Strategy for Peace in Soacha   Colombia   Civil Society Empowerment   Cooporación Centro de Apoyo Popular     No   The project will develop civic participation in the formulation of public policy with a gender focus. It aims to help resolve the municipality's social and humanitarian crisis, originating in armed conflict. The current municipal government and women's organizations have the political will to eliminate the exclusion and vulnerability that half of the municipal population faces. Local development without the guarantee of human rights for women is impossible. 30 leaders of women's organizations will be trained for empowerment and problem solving to design a policy that will incorporate the interests and needs of women and collaborate with other social actors. Also, a process of political advocacy will be carried out before the municipality's legislative body and government. Final results will include public policy, a participatory budget and mechanisms of social control for the proposal's implementation approved by the municipality and the women who participate democratically.

Both have started their true development after 1999, in a situation where almost everything had to be built from scratch. Eight years later, government bodies still cannot draft laws and policies, and implement regulations that meet the needs of citizens. On the other hand, civil society organizations are lacking capacities in order to take part in public policy development. This project will strengthen the capacities of the civil society to play an active role in public policy shaping and law drafting process, and help the government to benefit from the role civil society has to play in this process, through four main components: capacity building for CSOs; technical and legal assistance for CSOs ; promoting debate within CSOs on involvement on public policy and law drafting process; and raising awareness of the local and central government on the role of civil society in this process.

This project will take two years time and covers Asian region, in particularly the 16 countries with FORUM-ASIA’s members. This project will enable civil society, parliaments and governments to exchange best practices to improve the performance of public institutions. The project will be executed by the secretariat of FORUM-ASIA in cooperation with its 42 members as well as with Asian CSO Network, Solidarity Action for People’s Advocacy

This project will also ensure: 1.the establishment of an ICT based internet portal for collation,analyses and dissemination of procurement observation reports and information, improving interaction amongst non-state actors in the procurement process. 2.the writing and publication of a comprhensive procurement observer's manual. 3.the assessment of levels implementation of Public Procurement Act [PPA] 2007 in the year 2009 and 2010,thereby identifying issues for advocacy.  
Democratic dialogue in Palestine: Acculturation towards tolerance   Palestine   Democratic Dialogue and Constitutional Processes   Ramallah Center for Human Rights Studies     This project does not have an Implementing Partner.   This project aims to foster dialogue and tolerance among youth from different backgrounds in Palestine and to build their capacity and forums for them to take part in democratic processes and to promote democratic principles in their communities. The project focuses on bridging the gap between the public, as represented by youth, with three main authorities in Palestine (the Palestinian Legislative Council, the Judiciary and the Syndicate). The project addresses pressing democratic challenges in Palestine, particularly the growing internal divide between the Palestinian people and the lack of public forums for the public to participate in decision making. The benefit of this project is that it ensures real participation in political dialogue by people from all backgrounds, that the voices of marginalized groups are heard and that national unity is sought based on non-violent national dialogue, tolerance, respect for human rights and the capacity of young people.  
Towards a better electoral process in Mongolia   Mongolia   Civic Education, Electoral Support and Political Parties   Women for Social Progress     Not applicable.   The major objectives of the project are to improve the electoral process and voter trust leading up to the 2012 parliamentary elections. There are three major components to the project: 1) Voter awareness public education program. Drawing from work at previous elections, WSP staff will disseminate posters, create television and radio advertisements, and set up a voter education telephone hotline. 2) Training for electoral officials. Also drawing from previous work, WSP will design training programs for those who will train election observers. 3) Civics education program. WSP staff will create a curriculum that will be brought into high schools around Mongolia. WSP staff will equip volunteers with skills to run the curriculum in schools. A secondary benefit from this part of the project is that volunteers will be able to use their acquired skills in their own careers, and will be competent actors in civil society.  
Building Capacity of Local CSOs in Ukraine   Ukraine   Accountability, Transparency and Integrity   CCC Creative Center     Charity Foundation "Center for Civic Initiatives", NGO "Sivic Society Institute"   The project is aimed at strengthening the capacity of the regional CSOs in Ukraine to ensure public monitoring and evaluation (expertise) of the Performance of the Public Authorities. Trainings will be delivered to the activists of the CSOs. The Project will support the local initiatives focused on public monitoring and evaluation (expertise) and promote best practices’ sharing. The Project’s experience will be presented in the Manual on Public Expertise (Evaluation), which will be produced and distributed to the interested parties. As a result of the Project, the competence and activity of the local CSOs in ensuring public monitoring and evaluation (expertise) will be improved thus leading to a wider citizens’ engagement in the policy making at the local level, more transparent and accountable local authorities, strengthened democratic institutions in the Ukrainian society.  
Strengthening the Leadership of Elected Women in Local Democracy   India   Democratic Dialogue and Constitutional Processes   The Hunger Project India     Humana People to People,CECOEDECON,Jan Chetna,Astha,Sohard,Shanti Maitri Mission,URMUL,Mahila Mandal   The project focuses on strengthening the leadership of women elected to Panchayats (locally elected bodies) in 20 blocks of 8 districts of Rajasthan (Alwar, Baran, Barmer, Bikaner, Jaipur, Rajsamand, Sirohi, Tonk) with 8 partner organisations. Panchayat elections are due in February 2010, with first-time 50% reservation for women. The project will include 5 months of an intensive pre-election campaign called Strengthening Women's Empowerment through Electoral Processes (SWEEP) wherein women are encouraged to participate in the electoral process as voters, candidates & polling agents. Post elections, local trainers will be trained to conduct workshops with elected women that facilitate their participation in local democracy. Alongside multiple capacity building measures, civil society alliances will also be developed to highlight elected women’s achievements and challenges in local democracy.

However the local NGOs working for gender equity are unable to hold the programs due to lacking capacity building, while they distrust the corporates and district governments to empower the communities under the CSR programs. Therefore, this project will strengthen local NGOs and enhance trust and cooperation between local NGOs, corporates and district governments in executing CDs, and work with the corporates and district governments to empower women, and alleviate poverty. The CSR programs and district governments will reinforce the position and roles of NGOs as civil society groups that must have control over local resources, but also hold responsibility to empower the grassroots. Without this project, the local NGOs will tend to revolt the existence of extractive industry, and the corporates are inclined to undermine the NGOs.

It will also improve democratic processes by supporting dialogue between government and citizens, including local civil society organisations (CSO). Through a mix of radio current affairs programmes and research we will engage and inform audiences on governance and human rights issues. Challenging and interactive radio programmes will be produced to provide citizens with a voice and hold officials to account. Research will enable audiences to contribute to programme development and will also provide stakeholders with reliable and timely information on public opinion. The innovative use of radio will enable the project to reach a large number of people – Al Mirbad’s existing audience, which includes marginalized and vulnerable groups that have very few opportunities for involvement in democratic processes.

Des Conseils municipaux des jeunes seront formés et pérennisés dans le cadre du projet. Le soutien à la création d’activités contribuera à la lutte contre l’exode des jeunes vers les grandes villes et renforcera leur attachement aux villages d’origine. Une attention particulière sera apportée à la valorisation des expériences réussies afin que ce projet soit répliqué par d’autre communautés rurales.

Best Practices for Women's Participation in Democracy at Local Level   Argentina   Civil Society Empowerment   ELA - Equipo Latinoamericano de Justicia y Genero     ELA - Equipo Latinoamericano de Justicia y Genero will be the sole implementing organization.   Through qualitative research, the project will identify local women leaders of civil society organizations working for the promotion of better living conditions in different local jurisdictions of Argentina in order to establish: (i) the best practices enabling such leaderships; and (ii) their relationship, if any, with women's participation in representative government institutions at sub-national level. The project will review whether there are virtuous connections between women leaders of civil society organizations and their local representative governments, with the purpose of (i) enhancing women leaders' participation in the democratic debate; and (ii) promoting the capacity of women leaders to influence and participate in political life and representative institutions. This project will build on previous exploratory research by ELA in one jurisdiction of Argentina and will enable future comparative study with sub-national data from other federal countries in the region.

The proposed project will draw on PSAf’s strength and experience in the proposed methodologies, notably radio listening clubs, policy debate and discussions, interactive mass media-mediated programme and trainings for different groups especially CSOs, media and local government including parliamentarians.

It hopes to do this by instituting a process for constitutional reform by 1)providing public education and advocacy on governance reform in key areas; 2) providing technical support for constitutional reform through seminars and publications; 3) holding a national constitutional reform conference with key actors and technical experts, including representatives from the government, opposition, civil society and the media, 4)the creation of a constitutional reform pressure group to advocate for reform.

Promoting civic and political particaption of women and youth in the i   Uganda   Civic Education, Electoral Support and Political Parties   Platform for Labour Action     Platform for Labour Action (PLA)   This project seeks to encourage women and youth in the informal sector to participate in local governance under multi party dispensation in five districts of Uganda.They will be educated on civil and political rights,prepared to take up leadership positions,join and engage in political party activities,identify priority issues affecting them for presentation to political parties, local and national leaders. Community mobilisation will be through awareness seminars and training a selection of 600 women and youth as peer educators, advocates and local democracy monitors. The course will cover issues of multi party dispensation, gender dynamics and relevant laws governing elections at the national and local levels. This will also prepare them to take part in the 2011 general elections. A baseline study will be undertaken to clarify their participation status,information,education and communication materials and radio talk shows will be produced in English and local languages.  
Engaging Civil Society in a Democratic Election Process   Arab States   Civil Society Empowerment   Kawakibi Democracy Transition Center     In each of the 4 countries (depending on dates of elections) 1 local partners will be selected   In 4 countries from the Arab region organizing elections, KADEM will implement its project, which aims at consolidating the process of democracy transition through the empowerment of CS to take a constructive role in the election process. An Election Monitoring Working Group (EMWG) will be constituted in order to carry mission to these countries with the aim of triggering a constructive dialogue between election authorities and local CSOs on the issue of election monitoring. These efforts will be preceded by the mandating of 4 country studies on the legal framework of election monitoring, in order to be used by the EMWG in their dialogue with the government. With the involvement of the EMWG, a capacity building effort for different components of local CSO on the issue of election monitoring will also be developed. These efforts will endow these CSOs with expertise, means and funds to take part in the monitoring, aided by members of the EMWG, present in the country at the voting day.

It will focus on 4 key strategic elements with focus on gender equity: -Tackle both demand and supply side of effective, accountable local governance -Develop information sharing practices to make local governance more transparent and accessible -Demonstrate that gains in material welfare result from stronger, more accountable local governance -Target local bureaucratic and political culture to make it more responsive towards the poor. The project will be undertaken by BRAC Social Development program drawing on its substantial experience of working with rural civil society and LG.

To provide opportunities for citizen engagement with local government, the Network would hold community discussions on issues of local concern and form issue-based Local Action Groups (LAGs) that would work with public officials and other stakeholders to establish sustainable mechanisms of dialogue. The Network would provide trainings and consultations to build the capacity of these groups and to assist them with planning and implementation of advocacy initiatives for community development. The Network would also work to increase public interest in and access to information on local governance and policy issues and facilitate research and exchange of best practices, by providing access to the Network’s resource library, internet and computer for activists.

Les ignorer n’est pas un motif pour les violer ou ne pas les appliquer. Or dans les pays africains, les lois et textes règlementaires et conventionnels sont écrits dans des langues étrangères. Avec la décentralisation, des compétences et pouvoirs importants sont dévolus aux conseillers ruraux souvent analphabètes. Au Sénégal, l’Etat et la société civile ont alphabétisé un nombre important de citoyens dont la plupart sont des femmes. C’est pourquoi ARED/Afrique initie ce projet intitulé «Campagne de la démocratie et des droits de l'Homme» dont l’activité phare est l’organisation de la «caravane de la démocratie» pour les décideurs locaux, associations et citoyens. Il s’agit de développer, dans les langues sénégalaises, des «valises de l’animateur» composés de modules thématiques et des supports de lecture axès à la démocratie et aux droits de l'Homme. ARED/Afrique privilégiera les femmes et les groupes marginalisés.

The success of this democracy rests on the creation of a public that’s educated on democratic concepts. It requires independent media that can educate and inform the public, and upon the existence of a “public space” for debate so that the electorate can make informed choices about its future. It also needs a population that understands its own role in a democracy. This proposal aims to lay the intellectual and academic foundations for Bhutan’s democracy by strengthening civil society discourse, enhancing the role of media, and initiating research, seminars, publications, activities to educate all sections of society in the culture of democracy. It will introduce media literacy to build critical thinking skills to enhance the voice of civil society.

The project draws on promising community-based practices to pilot a model to empower three communities to have their voices heard in local urban development processes. With the ultimate aim to foster genuine community participation and information sharing in local planning, needs and priorities of vulnerable groups will be mapped, their access to knowledge on local issues enhanced, and platforms to address emerging concerns created. To ensure inclusiveness, the family, the community and the neighbourhood will be the focus, and partners such as local government, private sector, media, specialists and CSOs will be brought together around community defined priorities. Activities will be led by Hamyaran with support to work with media, policy and research communities from UNESCO Tehran Cluster Office.

It will be achieved through a number of regional activities for civil society leaders, done in partnership with organizations from the major countries active in the region (Russia, Czech Republic, Poland and Sweden), to connect civil society in the target countries to that in Europe, like a community. The short-term results will be a sustainable regional forum, a series of innovative practitioner-focused events, a good practice handbook, and an internet portal that will both reinforce democratic infrastructure and increase CSO quality. The project will, in the long term, result in stronger, more legitimate and credible CSOs with more effective democratic participation.  
Monitoring and Influencing the Central Budget by Civic Empowerment   Turkey   Civil Society Empowerment   Turkish Economic and Social Studies Foundation     Social Budget Monitoring Platform:TESEV,KADER,Bogazici Univ.SPF,Sabanci Univ.ERG,Bilgi Univ GÇB&STK   Bulk of the Central Budget process in Turkey is carried out by the bureaucracy with only limited influence by the parliament. No formal channels exist for civil society to influence the budget. Lack of transparency is an additional impediment to the ideal of achieving a democratic participatory budget making process. This project aims primarily to empower both civil society initiatives (CSIs) and eventually the Members of Parliament (MPs) for a timely, qualified intervention in budget making. Acting through an already active platform of CSIs, the project will set up “Permanent Monitoring Groups” (PMGs) of major CSIs covering social policy areas. These monitoring groups are intended to pool and develop CSI capacities to closely follow budgetary processes. Common working groups with MPs will be established to share views and information. The critical moments of decision-making will be identified where MPs will be encouraged to influence the bureaucratic budget-making processes.  
Empowering People Through Citizens' Journalism   Albania   Civil Society Empowerment   Institute for Democracy, Media and Cultural Exchange     IRIOM, an Albanian NGO which supports youth networks and media literacy (www.iriom.org)   The 24-month project aims to establish a community (campus) radio and a web portal at the Faculty of Philology of Tirana University to provide Albanian civil society organisations, catering to the needs of vulnerable groups in society, direct access to the media. The CSOs will thus be able to reach out to their target groups and the community at large. Through participation in six courses offered by the applicant and its partner in Tirana, representatives of CSOs will be trained in public communication. The communities will be better informed of important social themes, which are not reported on in the mainstream media. The project has a multiplicator potential, it can be further developed to cover main urban centres in Albania. The core team trained for this project will visit a similar outlet in Germany and continue work with SCOs outside Tirana on the ground.

The independence of the electoral commissions, in turn, is contingent on their relationship with the relevant judicial authorities. Trust could be improved by addressing the relations between the key electoral justice institutions. The Judicial Integrity Group, a group of electoral commissioners and electoral judicial authorities of recognized integrity propose to build on the Bangalore “experience” by (1) drafting a set of Electoral Justice Principles and mechanisms for interaction between the judiciary and electoral commissions; and (2) convening an African Strategic Resolution Meeting for selected major actors in electoral processes to provide inputs into and endorsement of the Principles, and to agree on a coordinated plan to implement the Principles in forthcoming elections on the continent.  
Enhancing the Capacity for Inclusive Governance in North Afghanistan   Afghanistan   Civil Society Empowerment   Agency for Technical Cooperation and Development     None   While the NSP has strengthened communities’ capacities to take the lead in their development by organizing them in Community Development Councils (CDCs), their ability to voice concerns to the government is weak. Conversely, sub-national government is not equipped to relate to individual communities and concerns of vulnerable groups, especially women. This action enhances capacities for inclusive local governance in Afghanistan by support the establishment of the missing link between community and government. By organizing district and provincial forums to share experiences and lessons learned, sustainable linkages between sub-national government, CDCs and civil society groups will be enabled as an interface for community-government interaction. To support this process, trainings will be provided on vulnerability assessments, gender sensitive development and advocacy followed by facilitated vulnerability assessments on cluster level translated in district and provincial level plans.  
Prévention de la violence durant la période électorale de 2010   Burundi   Human Rights and Fundamental Freedoms   Association des Juristes Catholiques du Burundi     Association des Juristes catholiques du Burundi   Conçu à la veille de la campagne électorale des élections de 2010,le présent projet a pour but de contribuer à l'éducation aux principes démocratiques et à l'aboutissement à des élections pacifiques basées sur des programmes électoraux qui tiennent compte des préoccupations de la population et rompre ainsi avec la tendance à des élections à base ethnique et/régionale et aux différents conflits post-électoraux. Au moyen de l'appui aux services juridiques et judiciaires fournis par le bureau d'information juridique(BIJ) et les antennes communales et à travers des ateliers de formations et de réflexion, l'AJCB récoltera toutes les préoccupations et opinions qu'elle fera diffuser par les médias et transmettra aux leaders politiques en vue de les amener à :(a) mener une campagne électorale pacifique, (b)adopter des programmes politiques adéquats, (c)gérer de manière saine la période post-électorale, (d)prévoir des mécanismes de redevabilité à tous les niveaux de l'administration publique.  
Empowering communities to strengthen citizen participation processes   Chile   Civil Society Empowerment   Accion por la Tierra (EarthAction Alerts Network, Santiago Office)     Not applicable   The Project seeks to enhance democratic governance and dialog in Chile, by strengthening citizen involvement processes in environmental issues in vulnerable communities of Northern, Central and Southern regions of the country, by: 1) Identifying formal and informal spaces for citizen involvement in environmental issues and the related facilitating and blocking factors; the available sources of access to information, and the stakeholders’ own perceptions of these processes; and 2) Reinforcing existing citizen participation mechanisms by improving the quality of civil society involvement through awareness-raising and training activities for social leaders, especially women. Based on the results of (1), a guide to improved citizen’s participation will be published. In addition, an international seminar will be held to disseminate the results; best practices at the national and International levels, and to make recommendations based on the project’s findings.  
Advancing Transformational Leadership for Gender Justice   Latin America and the Caribbean   Civil Society Empowerment   Centre for Gender and Development Studies Mona Unit UWI     Caribbean Institute for Women in Leadership: Network of natl women machineries and women's orgs.   The project will support civil society/(young)women's empowerment and advance transformational leadership. The strategies will include: a. CGDSMU developing and delivering a sustained programme of capacity building,civic and voter education for women in leadership in politics within political and governance processes, in collaboration with the Caribbean Institute for Women in Leadership. b. CWIL will complement this training by facilitating mentoring and internships within political parties and civil society organisations for the persons trained in 4 countries. c. CGDSMU will organise annual dialogues in the 4 countries on gender-responsive governance and highlight gender and development issues for advocacy. This will highlight inequalities in governance, promote affirmative measures to increase women's voice/influence and give visibility to the importance of women's input on key democratic governance and developmental issues.  
Leadership for Accountable Governance in Southern Africa   Africa   Accountability, Transparency and Integrity   Freedom House Southern Africa     The Africa Institute for Governing with Integrity   Freedom House, in close collaboration with the newly established Africa Institute for Governing with Integrity, will conduct a 12-month project to empower young government and civil society leaders to catalyze transformative change in their home institution or community. Through intensive courses, young leaders will design reform initiatives to strengthen citizen participation and to make state institutions more accountable. A vibrant alumni network will provide ongoing support for these initiatives. Collectively these initiatives will provide a range of innovative examples of grassroots reform that can be replicated across Southern Africa. This project’s bottom-up, participant-driven approach was developed in a pilot project completed earlier this year. In the pilot, Freedom House developed an Africa-focused curriculum, trained 64 young leaders from 23 countries, created an alumni network, and established an independent Institute lead by a Board of eminent Africans.

Les activités envisagées s’organisent autour de 3 axes 1° Structuration régionale et appui des ONG autour de coalitions régionales et PFN en vue d’un suivi conjoint des problématiques en Afrique de l’Ouest, Afrique centrale, Asie et Amérique latine 2° Actions de plaidoyer concertées auprès des autorités gouvernementales : financement du développement, résolution des conflits, accès à l’eau, inégalités sociales, régulation du commerce agricole et changement climatique et tout enjeu international nécessitant la prise de parole des sociétés civiles concernées 3° Animation d’un centre de ressources international virtuel permettant à l’ensemble des coordinations d’ONG de coopérer et adopter des positions  
Projet d’éducation et de formation des jeunes pour la démocratie   Burkina Faso   Civil Society Empowerment   Réseau AFRIQUE JEUNESSE     Il n'existe pas un autre partenaire dans la mise en oeuvre du présent projet   Le projet vise à inculquer aux jeunes les pratiques citoyennes par le respect des principes démocratiques en vue du renforcement de la démocratie, de l’Etat de droit et de la bonne gouvernance, facteurs de lutte réussie pour la réduction de la pauvreté. A cet égard plusieurs types d’activités d’information, d’éducation, de communication et de formation, seront réalisés à l’intention des jeunes organisés en mouvements et associations de jeunesse dans les treize (13) régions du Burkina Faso.

L’inculture politique, la mauvaise gouvernance, l'absence de paix, les violations des droits de l'homme et la dégradation des conditions de vie fragilisent le processus démocratique post électorale et renforcent la méfiance entre gouvernés et gouvernants. Le présent projet se veut une réponse, en développant une dynamique citoyenne mettant gouvernant et gouverné devant leurs responsabilités, par la promotion d'une démocratie participative à la base mobilisant les communautés dans une dynamique citoyenne, accompagnée par les clubs d'action démocratique en vue de réussir la décentralisation et les élections de 2009 et 2011, en faisant de la démocratie une affaire de tout le monde (élite et masse).  
Global Internet Freedom Network   Global   Access to Information   Freedom House     Freedom House   Freedom House proposes a 15-month global project to expand internet and digital media freedom through research, dialogue, and empowerment. This project will create a global network of indigenous internet freedom experts, who will share knowledge and comprehensively monitor and analyze internet freedom. The project will build on a pilot index of 15 countries that evaluates the status of information and communication technology (ICT) freedom, looking at the degree of access, controls on content, economic dimensions, and legal restrictions. Building on over 60 years of Freedom House experience building civil society capacity and producing high quality assessments, this project aims to increase the level of understanding and dialogue on critical and emerging internet freedom issues, further enabling citizens to participate in governance and policymaking processes in a more informed, transparent, and active manner.  
Empowerment of shanty towns' settlers through democratic spaces   Latin America and the Caribbean   Civil Society Empowerment   Un Techo Para mi Pais     We are a Latinamerican NGO and each country operates according to their specific legal status.   This project aims to empower individuals from marginalized shanty towns in El Salvador, Colombia, Peru and Argentina, who lack democratic spaces to have their voices heard, are excluded from formal networks and whose extreme poverty condition results from the lack of opportunities. These countries' main democratic challenge is to go from electoral to citizenship based democracies. This project acknowledges this by establishing and reinforcing community organizing - meetings led by elected community leaders and UTPMP's youth volunteers. Through these meetings, complemented by social inclusion plans, the settlers who live in permanent learned hopelessness begin to believe in themselves and on the strength of community participation and organization towards social inclusion. They identify their problems, possible solutions, rights, and the available information. With this educating experience, they are empowered to keep participating in formal national networks and democratic spaces.  
Paraguay facing its future: Dialogues to strength democracy   Paraguay   Democratic Dialogue and Constitutional Processes   Asociación Trinidad Cultura, Ciudadanía y Desarrollo     Implemented without executing agency   Since its independence, in 1811, Paraguay has a unique oportunity to change its history of anarchy, civil wars, long dictatorships and fragile recent democracy. Using the potential of media and NICTs with social responsibility to promote consensus and assure governability, the project looks for the social and democratic dialogue between actors and interests wich are in open conflict because of misperceptions or firmly rooted convictions. By the other side, there will be not democratic dialogue without democratic values, encouraging people to both: claim their rights and excersice their duties especially participating and paying taxes ("no taxes, no state", stated J. Stiglitz in his last visit to Paraguay). Both aims are complementary. Democratic dialogue to identify problems, diminish and canalize open conflicts; and resources to develop strategies to face the needs. The project will use media as spaces to dialogue through forum, programs, open programs, workshops, etc.  
Education de Femmes Rurales D'Haiti a l'Action Citoyenne Democratiq   Haiti   Civic Education, Electoral Support and Political Parties   Association Femmes Soleil d"Haiti     AFASDA AFE   En Haiti les femmes ne participent pas assez à la gestion politique même si elles sont 52% de la population. AFASDA a constate un engouement des femmes pour les elections.Elle a aussi décele leurs graves problemes.Vu leur manque d’information sur les elections,le rôle des élus, les partis politiques , candidats, elles n’ont pas vote de manière éclairée et responsable.Elles ont manipulees . AFASDA compte réaliser ce projet d’Education de femmes rurales à l’action citoyenne et démocratique pour favoriser leur éduction électorale . Il consiste en l’organisation de cercles d’écoute autour d’une série de sketches sur la vie civique , processus électoral. Ces cercles seront animés par 38 facilitatrices et réuniront plus de 20000 femmes. Les sketches seront diffusés au cours d’ émissions animées par des femmes journalistes. Les femmes rurales auront des rencontres avec les femmes parlementaires pour les informer les sur leurs travaux , performances.  
Civil society advocating for quality education & healthcare in Mexico   Mexico   Civil Society Empowerment   Rostros y Voces FDS, A.C.     RyV will be the operating agency with many CSO partners in the priority states and Federal District.   In 2009-2011, Rostros y Voices will launch an initiative to strengthen the capacity and collective voice of civil society in Mexico for demanding quality education and healthcare with equity for women, indigenous peoples and youth, as enablers for democracy and development. Guided by mutually interdependent Dakar (EFA) and Millenium Development Goals, as well as specific demands, local actors will broaden their knowledge, capacities and leadership for public and political action, using legal frameworks and instruments for exercising civil and political rights and engaging society. Change goals include reorienting and/or increasing public spending, transparency and quality of State delivery. The initiative will operate: Locally, with participatory methodology in regions of Chiapas, Hidalgo and Guerrero, 3 of Mexico’s poorest states with severe inequality; State-wide, with advocacy and campaigning by multi-sector actors; Nationally, through a consciousness-raising and advocacy campaign
