The project focuses on strengthening the leadership of women elected to Panchayats (locally elected bodies) in 20 blocks of 8 districts of Rajasthan (Alwar, Baran, Barmer, Bikaner, Jaipur, Rajsamand, Sirohi, Tonk) with 8 partner organisations. Panchayat elections are due in February 2010, with first-time 50% reservation for women. The project will include 5 months of an intensive pre-election campaign called Strengthening Women's Empowerment through Electoral Processes (SWEEP) wherein women are encouraged to participate in the electoral process as voters, candidates & polling agents. Post elections, local trainers will be trained to conduct workshops with elected women that facilitate their participation in local democracy. Alongside multiple capacity building measures, civil society alliances will also be developed to highlight elected women’s achievements and challenges in local democracy. |

In Indonesia, where extractive industry is operating, local NGOs have important roles in conducting community developments (CDs) and women empowerment. However the local NGOs working for gender equity are unable to hold the programs due to lacking capacity building, while they distrust the corporates and district governments to empower the communities under the CSR programs. Therefore, this project will strengthen local NGOs and enhance trust and cooperation between local NGOs, corporates and district governments in executing CDs, and work with the corporates and district governments to empower women, and alleviate poverty. The CSR programs and district governments will reinforce the position and roles of NGOs as civil society groups that must have control over local resources, but also hold responsibility to empower the grassroots. Without this project, the local NGOs will tend to revolt the existence of extractive industry, and the corporates are inclined to undermine the NGOs. |

The project will raise awareness of and respect for democracy and human rights across the south of Iraq. It will also improve democratic processes by supporting dialogue between government and citizens, including local civil society organisations (CSO).
Through a mix of radio current affairs programmes and research we will engage and inform audiences on governance and human rights issues. Challenging and interactive radio programmes will be produced to provide citizens with a voice and hold officials to account. Research will enable audiences to contribute to programme development and will also provide stakeholders with reliable and timely information on public opinion.
The innovative use of radio will enable the project to reach a large number of people – Al Mirbad’s existing audience, which includes marginalized and vulnerable groups that have very few opportunities for involvement in democratic processes.

Ce projet s’inscrit dans la continuité des actions que mène le MSL depuis plus de 10 ans, qui visent à développer une citoyenneté active chez les jeunes en promouvant la laïcité dans un pays marqué par le confessionnalisme. Son objectif est de renforcer la participation des jeunes –filles et garçons– dans les instances de gouvernance locale des régions les plus marginalisées du pays. Il prévoit plusieurs activités d’initiation aux valeurs de la démocratie, de formation à la résolution des conflits intercommunautaires et au montage de projets, en mettant en avant les techniques de médiation. Des Conseils municipaux des jeunes seront formés et pérennisés dans le cadre du projet. Le soutien à la création d’activités contribuera à la lutte contre l’exode des jeunes vers les grandes villes et renforcera leur attachement aux villages d’origine. Une attention particulière sera apportée à la valorisation des expériences réussies afin que ce projet soit répliqué par d’autre communautés rurales. |

Iraqi Civic Action network, ICAN will provide 12 months comprehensive activities to prepare Iraqi women to take on their roles. The first is a Capacity Building Component, which consists of:

This project seeks to encourage women and youth in the informal sector to participate in local governance under multi party dispensation in five districts of Uganda.They will be educated on civil and political rights,prepared to take up leadership positions,join and engage in political party activities,identify priority issues affecting them for presentation to political parties, local and national leaders. Community mobilisation will be through awareness seminars and training a selection of 600 women and youth as peer educators, advocates and local democracy monitors. The course will cover issues of multi party dispensation, gender dynamics and relevant laws governing elections at the national and local levels. This will also prepare them to take part in the 2011 general elections. A baseline study will be undertaken to clarify their participation status,information,education and communication materials and radio talk shows will be produced in English and local languages.

In 4 countries from the Arab region organizing elections, KADEM will implement its project, which aims at consolidating the process of democracy transition through the empowerment of CS to take a constructive role in the election process.
An Election Monitoring Working Group (EMWG) will be constituted in order to carry mission to these countries with the aim of triggering a constructive dialogue between election authorities and local CSOs on the issue of election monitoring. These efforts will be preceded by the mandating of 4 country studies on the legal framework of election monitoring, in order to be used by the EMWG in their dialogue with the government. With the involvement of the EMWG, a capacity building effort for different components of local CSO on the issue of election monitoring will also be developed. These efforts will endow these CSOs with expertise, means and funds to take part in the monitoring, aided by members of the EMWG, present in the country at the voting day.

This project is designed to strengthen public participation in local decision making by facilitating stakeholder dialogue, strengthening civil society groups, and enhancing the responsiveness and accountability of elected officials. To provide opportunities for citizen engagement with local government, the Network would hold community discussions on issues of local concern and form issue-based Local Action Groups (LAGs) that would work with public officials and other stakeholders to establish sustainable mechanisms of dialogue. Au Sénégal, l’Etat et la société civile ont alphabétisé un nombre important de citoyens dont la plupart sont des femmes.
C’est pourquoi ARED/Afrique initie ce projet intitulé «Campagne de la démocratie et des droits de l'Homme» dont l’activité phare est l’organisation de la «caravane de la démocratie» pour les décideurs locaux, associations et citoyens. Il s’agit de développer, dans les langues sénégalaises, des «valises de l’animateur» composés de modules thématiques et des supports de lecture axès à la démocratie et aux droits de l'Homme. Bhutan is the world’s youngest democracy. This nation of 650,000 people elected a new government in March 2008 to replace a century-old monarchy. It is now important to develop a democratic culture, political ideology and philosophy. The success of this democracy rests on the creation of a public that’s educated on democratic concepts. It requires independent media that can educate and inform the public, and upon the existence of a “public space” for debate so that the electorate can make informed choices about its future. It also needs a population that understands its own role in a democracy.
This proposal aims to lay the intellectual and academic foundations for Bhutan’s democracy by strengthening civil society discourse, enhancing the role of media, and initiating research, seminars, publications, activities to educate all sections of society in the culture of democracy. It will introduce media literacy to build critical thinking skills to enhance the voice of civil society.

With over 8 million people living in Iran’s informal or degraded urban settlements, promoting the social rights of disadvantaged urban dwellers is a challenge requiring bottom-up approaches. The project draws on promising community-based practices to pilot a model to empower three communities to have their voices heard in local urban development processes. With the ultimate aim to foster genuine community participation and information sharing in local planning, needs and priorities of vulnerable groups will be mapped, their access to knowledge on local issues enhanced, and platforms to address emerging concerns created. To ensure inclusiveness, the family, the community and the neighbourhood will be the focus, and partners such as local government, private sector, media, specialists and CSOs will be brought together around community defined priorities. Activities will be led by Hamyaran with support to work with media, policy and research communities from UNESCO Tehran Cluster Office. |

The project aims to increase the potential for democracy in Ukraine, Belarus, and Moldova by connecting and strengthening the whole spectrum of civil society organisations (CSOs) and by preparing them to cooperate with one another and with national governments in the analysis of policy issues and policymaking.
It will be achieved through a number of regional activities for civil society leaders, done in partnership with organizations from the major countries active in the region (Russia, Czech Republic, Poland and Sweden), to connect civil society in the target countries to that in Europe, like a community.
The short-term results will be a sustainable regional forum, a series of innovative practitioner-focused events, a good practice handbook, and an internet portal that will both reinforce democratic infrastructure and increase CSO quality.
The project will, in the long term, result in stronger, more legitimate and credible CSOs with more effective democratic participation. |

Bulk of the Central Budget process in Turkey is carried out by the bureaucracy with only limited influence by the parliament. No formal channels exist for civil society to influence the budget. Lack of transparency is an additional impediment to the ideal of achieving a democratic participatory budget making process. This project aims primarily to empower both civil society initiatives (CSIs) and eventually the Members of Parliament (MPs) for a timely, qualified intervention in budget making. Acting through an already active platform of CSIs, the project will set up “Permanent Monitoring Groups” (PMGs) of major CSIs covering social policy areas. These monitoring groups are intended to pool and develop CSI capacities to closely follow budgetary processes. Common working groups with MPs will be established to share views and information. The critical moments of decision-making will be identified where MPs will be encouraged to influence the bureaucratic budget-making processes. |

The 24-month project aims to establish a community (campus) radio and a web portal at the Faculty of Philology of Tirana University to provide Albanian civil society organisations, catering to the needs of vulnerable groups in society, direct access to the media.
The CSOs will thus be able to reach out to their target groups and the community at large. Through participation in six courses offered by the applicant and its partner in Tirana, representatives of CSOs will be trained in public communication. The communities will be better informed of important social themes, which are not reported on in the mainstream media.
The project has a multiplicator potential, it can be
further developed to cover main urban centres in Albania. The core team trained for this project will visit a similar outlet in Germany and continue work with SCOs outside Tirana on the ground. |

Electoral conflicts are far more likely to arise when the electorate and political parties don’t trust the integrity or respect the authority of the electoral commission. The independence of the electoral commissions, in turn, is contingent on their relationship with the relevant judicial authorities. Trust could be improved by addressing the relations between the key electoral justice institutions. The Judicial Integrity Group, a group of electoral commissioners and electoral judicial authorities of recognized integrity propose to build on the Bangalore “experience” by (1) drafting a set of Electoral Justice Principles and mechanisms for interaction between the judiciary and electoral commissions; and (2) convening an African Strategic Resolution Meeting for selected major actors in electoral processes to provide inputs into and endorsement of the Principles, and to agree on a coordinated plan to implement the Principles in forthcoming elections on the continent. |

While the NSP has strengthened communities’ capacities to take the lead in their development by organizing them in Community Development Councils (CDCs), their ability to voice concerns to the government is weak. This action enhances capacities for inclusive local governance in Afghanistan by support the establishment of the missing link between community and government. By organizing district and provincial forums to share experiences and lessons learned, sustainable linkages between sub-national government, CDCs and civil society groups will be enabled as an interface for community-government interaction. To support this process, trainings will be provided on vulnerability assessments, gender sensitive development and advocacy followed by facilitated vulnerability assessments on cluster level translated in district and provincial level plans. |

The Project seeks to enhance democratic governance and dialog in Chile, by strengthening citizen involvement processes in environmental issues in vulnerable communities of Northern, Central and Southern regions of the country, by:
1) Identifying formal and informal spaces for citizen involvement in environmental issues and the related facilitating and blocking factors; the available sources of access to information, and the stakeholders’ own perceptions of these processes; and
2) Reinforcing existing citizen participation mechanisms by improving the quality of civil society involvement through awareness-raising and training activities for social leaders, especially women.
Based on the results of (1), a guide to improved citizen’s participation will be published. In addition, an international seminar will be held to disseminate the results; best practices at the national and International levels, and to make recommendations based on the project’s findings.

This project’s bottom-up, participant-driven approach was developed in a pilot project completed earlier this year. In the pilot, Freedom House developed an Africa-focused curriculum, trained 64 young leaders from 23 countries, created an alumni network, and established an independent Institute lead by a Board of eminent Africans. |

This project aims to empower individuals from marginalized shanty towns in El Salvador, Colombia, Peru and Argentina, who lack democratic spaces to have their voices heard, are excluded from formal networks and whose extreme poverty condition results from the lack of opportunities. These countries' main democratic challenge is to go from electoral to citizenship based democracies. This project acknowledges this by establishing and reinforcing community organizing - meetings led by elected community leaders and UTPMP's youth volunteers. Through these meetings, complemented by social inclusion plans, the settlers who live in permanent learned hopelessness begin to believe in themselves and on the strength of community participation and organization towards social inclusion. They identify their problems, possible solutions, rights, and the available information. With this educating experience, they are empowered to keep participating in formal national networks and democratic spaces. |

Since its independence, in 1811, Paraguay has a unique oportunity to change its history of anarchy, civil wars, long dictatorships and fragile recent democracy.
Using the potential of media and NICTs with social responsibility to promote consensus and assure governability, the project looks for the social and democratic dialogue between actors and interests wich are in open conflict because of misperceptions or firmly rooted convictions.
By the other side, there will be not democratic dialogue without democratic values, encouraging people to both: claim their rights and excersice their duties especially participating and paying taxes ("no taxes, no state", stated J. Stiglitz in his last visit to Paraguay).
Both aims are complementary. Democratic dialogue to identify problems, diminish and canalize open conflicts; and resources to develop strategies to face the needs.

Vietnamese NGOs and community-based organizations (CBOs) came into existence in the 1990s, following the doi moi (reform) introduced by the Party Congress in 1986, and have grown significantly since then. Yet Vietnam is still characterized by a strong state and very weak civil society.
What is striking is the almost complete absence of NGOs active in monitoring of laws and policies implementation, reporting violation and claim compensation for affected people. This weakness imposes real costs, notably in the environment sector. Without independent oversight and advocacy, environment is polluted, natural resources and biodiversity are degrading.
The aim of this project is to expand the number and quality of local environmental NGOs by capitalizing on
IUCN’s close relationship with government, which allows it to promote greater civil society participation in environmental monitoring and reporting.
As a global union, IUCN is mandated and well-positioned to do it. |

The Lao Encouraging and Applying Democracy for Civil Society Project has been designed to meet the goal of increasing the effectiveness of Civil Society Organizations in Lao PDR so that they may contribute meaningfully to Laos’ governance; and to enhance the enabling environment for civil society organizations (CSOs) to operate more effectively. To achieve this important goal, LEAD will consist of 12 project activities taking place in Lao PDR, each linked to a different one of LEAD’s three objectives. In total, LEAD will build the capacity of 30 government officials and 250 civil society leaders and managers from 25 organizations. The project is designed to run for two years, but has been designed to have both multiplier effects and sustainability to ensure a good return on investment. LEAD activities are timely as the Decree on Associations, which allows local CSOs register under the Public Administration and Civil Service Authority (PACSA) for the first time, was approved in 2009. |

In 2006,IEA undertook a study to identify gaps in Ghana's democratic practice. The study noted that, though the 1992 Constitution has served Ghanaians well,seventeen provisions hindered the maturation of Ghana's democracy. Nationwide consultations by IEA led to consensus for a review of identified provisions. Citing IEA's work, President Mills in his State of the Nation's address committed to constitutional review. IEA proposes to undertake desk research, surveys, and nationwide seminars with CSOs. Scholars will prepare papers to advance arguments for and against amendment proposals. Field surveys to be undertaken will ensure that public views are captured. Seminars aim at disseminating information as well as capturing views of citizenry. This will ensure a participatory process, ownership and ultimately public acceptance of process. The IEA Constitutional Coalition comprising diverse groups will be established to ensure that the voice of the marginalised is factored into the process. |

Project Summary
The present project proposal envisages allowing Civil Society Organizations, led by the national chapter of the Media Institute of Southern Africa (MISA Mozambique) to fully and actively participate in the Media Policy and Legislation Framework reviewing processes that have just been initiated or are about to be initiated by the Government soon. These Media Policy and Legislation Framework reforms cover from a reviewing of the present Press Law to the drafting of a Broadcasting Law – as well as the definition and implementation of the national strategy for the broadcasting digital migration until 2015.
It is expected that by the end of the project a strong Civil Society Platform on Media Policy and Legislation will have been and actively contributed to ensure that a national policy and legal framework that is conducive to freedom of expression and to a wider access to information is established in Mozambique based on a more participatory and inclusive manner.

The project facilitates the participation of important vulnerable urban and rural social sectors in the low lands, who lack the necessary capacities to take part in the implementation of the new constitution because of their low level of social-political development and the existence of conservative political forces, who oppose the exercise of their newly obtained social and political rights. To enable this participation, the project provides for human rights information and educative activities; and for the elaboration in consensus of legislative proposals related to their human rights and to the functioning of the new state institutions. La conséquence de ces pratiques, c’est la crise de confiance entre les gouvernants et les gouvernés. La majorité de la population ne s’intéresse plus au débat politique et ne veut plus aller au vote. Le taux d’abstention a atteint le record de plus 79% à Douala lors du double scrutin (législatif et municipal) de 2007. The project has four interrelated components: 1) introduction of the innovative electoral knowledge transfer mechanisms through popular computer games; 2) internet based mock-up elections for young citizens under 25 from all over the country; 3) electoral legislation trainings for the underrepresented categories, including youth and women from rural area, people with disabilities, school children from orphanage entities; and 4) trainings on electoral procedures for the young members of the local election commissions without prior experience in administering elections.

The project seeks to empower Rwandan youth to play an active role in the democratic processes and good governance of their country, and to understand and stand for human rights. The primary beneficiaries of the planned project activities are 7,000 students and non-schooling members of NAR clubs & associations.
The main project activities are:(i)awareness training workshops for the target group on democracy and human rights (ii) holding debates on the same subjects (iii) holding public talks on same subjects (iii) producing plays, songs and poems with messages on these themes (v) using TV/radio media to reach and engage a wider audience and (vi) producing a magazine on democracy and human rights laws and policies in Rwanda.

Considering the fact that the Convention on the Rights of Persons with Disabilities recently entered into force and Georgian government has not ratified the document yet, there is a reasonable ground to believe that some kind of advocacy campaign is needed to pressure the government and to convince them that the rights of the disabled cannot be ignored and avoided. To alter the existing regrettable reality organization will try to undertake the awareness raising campaign regarding the rights of the disabled. Project will also work directly with the physically disabled persons to inform them about the rights they are entitled to. In the framework of the project the organization will also work with the personnel of special institutions working with such category. A meeting place, "A club" per se, will be created, where the disabled persons will be able to meet and talk about their rights and other issues. |

The environment within which Legal Aid is provided in Rwanda is characterized by a high population density, with a large rural, semi-literate population. 56.9 % of the population or 5.4 million people live below the poverty line and only 62.5 % of rural men and women consider themselves literate.
The 2008 Legal Aid Baseline Survey identified a number of key limiting factors in access to justice in Rwanda:
- The limited number of lawyers and the limited geographic reach (urban bias) and capacity of legal aid service providers (both civil society organizations and the Bar Association / Corps of Judicial Defenders); and Limited awareness of available legal aid services amongst the population.
Basing on the above research the proposed Access to justice and Human Rights Education Project will play an important role in making access to justice a reality for many poor, vulnerable and indigent populations in our rural communities.

This project will promote the spirit of Burundi's 2009 electoral code, which reserves seats for women in local and national government, by seeing that inclusion goes beyond giving women a “seat at the table,” but allows female voices to be heard on key social and political issues. It will strengthen the capacity of women leaders at the community level, within local government, in civil society, and as private citizens, to voice their interests and concerns, and to participate in the democratic process.
SFCG proposes an approach combining training for women leaders with community forums for dialogue and mass media activities aimed at changing public attitudes. SFCG will work with two Civil Society partners: Dushirihamwe, a national grassroots women's network, and the Women's Parliamentary Association, senior leaders who will mentor the commune-level leaders. The project will be executed with UNIFEM as a follow-on to a project training women candidates before the election. |

Women in Yemen participate actively in local and national elections, although there are various social, political, and legislatives obstacles that prevent them from reaching decision making positions and leadership positions. The ARWA Initiative will embrace Yemen’s demographic reality by engaging young people between the ages of 15-24 in democratic processes. This youth cohort comprises 25% of the population and yet young people are marginalized in many aspects of life. Yemen needs the active participation of women and the engagement of young people in order to move Yemen’s democratic experiment forward. Over the course of two years the ARWA Initiative will seek to measurably increase women’s voting participation and candidacy in the 2011 Parliamentary elections and the 2011 Local Council elections in five governorates. |

YAD aims to promote democratic values in about 26,500 registered members of YPP in selected districts through various planned activities. YAD is composed of a balanced mixture of non-formal learning methods (including theater, puppetry, peer education, training workshops), development of a youth magazine, awareness and sensitization sessions, working group & focused group discussions (including youth media roundtables), training sessions and a major component would be voters’ registration on the sidelines of all the activities. Based on Indian civil society experiences on successful democratic accountability & citizen participation in urban locations, action learning will be carried out in 1 city each in Bangladesh (Rajshahi) & Cambodia (Takhmao); equipped with contextualized learning from city level interventions, national/sub-national policy & institutional gaps will be identified, analyzed & advocated in partnership with multiple stakeholders; the lessons will be disseminated at regional level to catalyze similar actions in other countries; Field based actions include citizen organization building, orientation of citizen leaders, councillors, local government officials, local CSOs through campaigns, participatory research & capacity building activities; national & regional policy advocacy & dissemination include analytical synthesis, electronic & print based communication, convening dialogues & organizing conferences. The project will focus on youth & women from the low-income areas of the cities. |

The project aims at establishing pro-poor, gender sensitive and democratic governance in the CHT. It will work in Rangamati Hill District expecting to benefit and increase interaction among poor people’s organizations and local govt. administration in 240 villages. Activities will comprise of assessments, mapping, leader development, capacity and network building, establishing learning systems, festival days, cross visits, workshops and dialogs to influence promote good governance in CHT. The project will enhance participation of the poorest in democratic processes and build their capacities to hold service providers accountable bringing about improvements in their service delivery and democratic governance and also build trust amongst stakeholders. Sustainable institutions will be created to carry on project activities beyond two years such that the marginalized people of CHT continue to benefit from and participate in favorable governance environment |

This project aims at ensuring a free flow of information to the public which will allow individuals and civil society groups acting at the local level to hold their government to account, advocate their rights and entitlements more effectively and influence policy-making processes. We propose to reach this goal by building on an existing network of 280 organizations working on participation and corruption issues within municipalities, Amarribo. These organizations will receive training to enhance their work on freedom of information. Counselling and support will be provided to ensure strong initiatives and exchange of experiences during the 2 years of the project. The project will result in the compilation of best practices, case studies and practical materials that will made available to others in order to multiply the impact of the project. A web-based citizen’s help point on freedom of information will be created to the benefit of the members of the network and the general public. |

This project will be an intensive, in-depth educational and training program, which will aim to spread information in direct support of democratic participation and human rights knowledge in Egypt. The main target group of the project will be Egyptian youth, including students and human right and political activists. In light of the upcoming Parliamentary and Presidential elections in Egypt, the project will provide direct training in topics such as Democratic participation and the use and application of new media for greater political engagement; issues related to marginalized political groups; civic education on procedures and laws relating to voter registration, elections and political party participation. The project will have a heavy focus and presence in rural Upper Egypt, as well as in Cairo and the surrounding areas. The focus on Upper Egypt is important, as it will bring training and information to an often neglected sector of the Egypotian public. |

Lebanon’s third periodic report to the Committee on the Elimination of Discrimination against Women (CEDAW) states that “whichever denomination she belongs to, a Lebanese woman is a victim of gender discrimination in her contact with the personal status laws”.
Within this situation the present project will be aimed at increasing Lebanese society understanding of women rights for participating in democratic processes, and the existent international legal framework (UN resolutions) that allow and promote their involvement in relevant issues such as peace, development and security, among others. Also, women appropriation of the follow up on the CEDAW´s recommendations will raise their voice to demand accountability on the actions undertaken by the government in this area.

CDH´s implementing partner is the Inter-American Association of Public Defenders (AIDEF). |
The main goal is to improve access to justice to victims before the IACHR, by training justice system professionals belonging to AIDEF in international human rights standards and the Inter-American system (IAS), and provide ongoing support in cases litigated before the IACHR.
The IACHR recently went through an extensive reform, with one of the goals being to improve victim´s access to legal representation. To achieve this, the Court has signed an agreement with AIDEF –composed of national public defender organizations of 24 countries in the Americas– to provide legal assistance to all victims who need representation.
Because of CDHs experience, AIDEF asked CDH to direct the training of identified public defenders. CDH would provide comprehensive assistance in the cases admitted, case materials, regular updates and analysis of relevant legal developments, post-training. CDH will also conduct a study of the possible impacts of this on the transparency and democratization of the IAS. |

Women in Somalia carry heavy domestic responsibilities within households ensuring the basic needs such as food, shelter, education and health of their families are met and yet they do not enjoy the same rights as their male counterparts. The outbreak of the civil war in 1991 and subsequent fall of the Somali state deprived Somali women the opportunity to put to test the International measures and commitments put in place to protect and promote women’s Human Rights. The immediate objectives of the program are:
• To strengthening the capacity of women and women’s organizations to address issues of gender inequalities in institutions of governance as well as participate effectively in traditional laws and clan representation.
• To promote and build the capacity of potential women leaders so that they become well equipped to be able to participate in senior governments positions with confidence.
The project co-ordination and administration will be based in Hargeisa and Burco, Somaliland.

AGPK will aim to facilitate its continuing development and expansion as a vital mechanism for oversight and accountability in Kosovo.
The establishment of an accountable and democratic governance system is a core issue for every young democracy. There has been a growing realisation of the role that the independent media can play in the development process.
AGPK will strengthen this mechanism for promoting democratic governance, through capacity development initiatives. Key objectives of the project will be to promote professional training to increase cohesion of the professional body, greater advocacy for freedom of speech and information, enabling greater outreach, and encourage greater participation with the work of the media. Creating more committees within the Association to promote activities and allow further organisation, and promoting self-regulation, through the strengthening of a code of ethics, and to institute the use of an ombudsman. |

The project aims to improve political participation of Himalayan tribes in India that are socially excluded & alienated, politically marginalised, suffer very low HDI levels. Himalayan youth will be supported for rural governance & extension services and will provide authentic information on development status to elected representatives & govt. Like many fledgling democracies, The Gambia suffers from inconsistencies, mistrust,and pervasive fear due to lack of respect for the rule of law. Human rights violations, unlawful detentions and limited media freedom are major obstacles to democratic principles. The democratic process revolves around individuals rather than issues and political ideologies. Knowing the potentials of a derailed democratic process to create crisis and conflict, strengthening the Gambian democratic process will promote sustainable democracy peace and security. Women and children usually the worst affected in crisis, stand to benifit from such pro-active intervention. We are thus proposing a two year program to promote sustainable democracy and peaceful co-existence within the framework of gender equity. The program will enhance people's participation in elections at all levels, greater involvement of women in the political and electoral processes, and better understanding of the democratic process. |

In order to promote political and social stability in the Arab and Muslim World, CSID focuses on promoting a culturally relevant understanding of democracy among the general citizenry. CSID proposes to conduct regional training workshops in Morocco, Tunisia, Egypt, Jordan, and Bahrain with moderate Islamic and secular leaders to simulate dialogue about democratic concepts and systems, encourage civic participation, and promote effective conflict resolution and reconciliation. The project will bring scholars, activists, and interested citizens together to discuss how Islamic values are compatible with principles of freedom and democratic participation, and identify ways to advance freedom, justice, and democracy in their countries. This project will also include a Small Grants program in which regional NGOs will be awarded grants to conduct their own civic education workshops with new audiences in their countries and/or region. |

L’action proposée est un programme de formations en leadership pour les femmes, des rencontres thématiques, des études, entretiens avec présentation de portraits de femmes qui ont bravé les interdits et réussi à s’imposer dans la société à travers l’histoire de notre pays. Dans nos programmes, nous avons constaté la difficulté pour les filles qui participent aux débats et prendre la parole dans les milieux où elles évoluent. Aussi des études ont été faite sur l’implication des femmes dans les institutions publiques, exemple leur présence dans les assemblées locales et leurs participation sur les listes électorales, selon l’étude faite en 2006 par le CIDDEF, en 1997 les femmes étaient 1281 à être candidates aux élections communales mais 75 ont été élues, et pour 2002 elles étaient 3679 candidates, mais 147 seulement sont élues, en plus de l’absence de parité sur les listes, le constat est l’absence d’engouement des femmes pour y participer vue les difficultés à se frayer le chemin.

Le projet est un exercice inédit et nécessaire dans l'état, et un procès de construction collective, à partir d'une méthodologie participative avec des activités qui articulent aux organisations de la société civile avec les organismes du gouvernement, comme: forums de discussions et information, tables rondes, dialogue social (avec un diagnostic de jeunesse), la construction de programmes citoyens qui aient comme résultat la conception et élaboration d'initiatives et modifications de lois et les actions de plaidoyer qui soient nécessaires. |

In light of the upcoming 2010 elections,the women of Burundi will support new or existing institutions that protecting the rule of law and good governance.This project will engender the democratic process in Burundi to have full and equitable participation of women in all decision making processes and to protect women’ rights for sustainable human development. The project will build the capacity of Burundi policy-makers at various levels in leadership, advocacy, coalition building and women’s human rights. FAS in partnership with “Le Collectif des Associations et Organisations non Gouvernementales Feminines du Burundi (CAFOB)” and other stakeholders of the “Gender is my Agenda Campaign” will support the adoption of laws, policies and programmes promoting justice, reconciliation and equitable participation.
It will be done through trainings on gender issues and advocacy within the framework of the GIMAC and the landmark Solemn Declaration on Gender Equality in Africa. |
