Based on the results achieved with the CEDAW for Romany Women project and the increased attention both from the national and international institutions, RCS is convinced that further initiatives-to put on the agenda and mainstream Romany women’ concerns in gender programs-needed to be taken both on local and national level.
All activities planed within the frame of this new initiative are in correlation with defined RCS’s Strategic areas for 2008-2010:1.Education for gender equality with emphasis on youth;2.Support to other Romani women organizations in Macedonia and 3.Advocacy and Lobbying.Fro Janury 2008 to January 2009, RCS will target- 60 direct and close to 300 indirect young Roma and Non Roma (18-30 years old) from 10 cities in the Republic of Macedonia, - 3 Romani parties,5 Romani women NGOs,5 local municipalities,public officials in 10 municipalities,domestic and internaitonal NGOs,other stakeholders.

This new JHR project will build the capacity of the local media in Sierra Leone to facilitate national dialogue between civil society groups, government officials and citizens. This will bolster Sierra Leone’s fledgling democracy by fostering participation and accountability and by improving information flows.
Currently Sierra Leone’s media is acting more as a tool of information dissemination than as a facilitator of true dialogue. This project is designed to change this by providing the media community with the tools and incentives necessary to build its long-term capacity to facilitate dialogue. The ‘tools’ include Community Forms to kick-start dialogue and training for media practitioners. The ‘incentives’ include fellowships for journalists and small grants to local NGO’s that demonstrate they can add sustainable value to this process.
The project idea and design are based on input from JHR’s partners in Sierra Leone and are built on principles of sustainable development. |

Project seeks to facilitate opportunities for women to enter, remain, and progressively increase their political participation.
It contemplates activities aimed at strengthening women´s capacities to hold a public office, addressing obstacles and reducing resistances to their participation.
Thus the project will implement a series of training programs directed at women who already participate in politics or that work in the government to: a) strengthen their skills for public office. b) successfully incorporate gender issues in public policies.
The Project will also benefit women who participate in community based organizations with specialized training courses that strengthen their leadership abilities.
As part of the strategy, an awareness campaign will be carried out seeking to reduce cultural resistances and obstacles to a wider participation of women in politics. |

Through communication activities, debates and capacity building in new and electronic media, the project will foster participatory dialogue between Palestinian people and decision-makers and strengthen democratic processes. Citizen journalism and blogs serve as a platform for interaction between people, communities and Palestinian Authority, bridging the communication gap. Journalists and CSOs are trained on the production of community radio talk shows and national TV debates on good governance, development and democracy. Cooperation between media and CSOs is fostered and participation of youth, women and marginalized groups in rural areas and refugee camps is encouraged. Mobile radio units reach communities that don’t have access to media and decision makers. TV debates focus on issues concerning the Palestinian society as a whole, connecting people between the West Bank and Gaza in national dialogue as a remedy for feeling of isolation, desperation and lack of political perspective. |

The usual government argument is that the wide public can not understand such complicated issues as budget, oil revenue, taxation of extractive industries, oil share contracts, etc. It is planned to organize in regions a number of trainings to explain links between poverty and oil, to inform of existing budget distribution, how increase in transparency can impact pro-poor growth. Those trainings will be prevailed by surveys and analytical researches to get real facts, survey findings, budget figures and statistical links, to explain methods to get information and analyze budget and extractive industries contracts with government. We learnt that our grassroots advocacy work to abolish social discrimination should be supported by macro level advocacy engagements. We should influence law makers and concerned government bodies and other institutions through presenting minorities’ distressing reality. We have adequate evidence that the Regional & zonal Gov't bodies are aware of the situation. However, the little effort by gov't and few NGOs are sporadic, ad-hoc and unsustainable. Hence, the project focuses on enhancing the political commitment of gov't bodies to understand root causes of marginalization and seek appropriate solution without causing instability and other unwanted social costs. Building capacity of GOs, NGOs, communities and CBOs to initiate and lead the process will be given emphasis through this project. The following project proposes the creation of a 3-day “parliament” for Lebanese youth. The Parliament would gather 150 young girls and boys to discuss policies concerning them. This project needs 6 months for its implementation. As a result, a report concerning youth demands and policy changes will be presented to the National Lebanese parliament. Hopefully, this project will help decrease youth’s stereotypes about other communities. It will also help the creation of networks between the youth, in order to formulate stronger demands to concerned institutions. Also, by strengthening youth's confidence in their institutions and by showing how they can influence their country, the Lebanese trend will hopefully decrease. On the long term, this project hopes to have a peacekeeping function, allowing the next Lebanese generation to learn democratic processes. |

Nepal is heading towards constitution making process. This project directs toward this end by promoting women’s political participation in the democratic process. It works with women, their organization and institutions from Dalits, Janajatis, Madhesi and isolated community, comprising of at least 1-district from each development region. A Total of 50 VDCs and the local authorities will be the direct project stakeholders. Women Forum for Democracy will be formed consisting of local women political leaders, women CSO leaders and women government officials. The project will work with them and the existing mechanism of local authority, particularly the DDC.
The overall goal of the project is to increase active political participation of marginalized women for strengthening democratic process by creating space for women in politics to influence decision. Civic engagement, establish of women’s forum for democracy, training on advocacy tool and techniques are the major interventions. |

The participants will raise funds for and implement 30 small projects with additional money provided from FOCUS-MEDIA partner Caritas, France. At the end of the project cycle a vivid network of well-prepared NGOs and CSOs will be active in the region able to promote democracy and advocate for positive change in their communities. |

With an estimated population of 26 million, Iraq has a legal fraternity of some 25 000 practicing lawyers. The Iraqi bar is as divided as the Iraqi society along ethnic and political lines. This has made it difficult for the leadership to act resolutely and to speak with one voice. Since 2004,ILAC has successfully provided training in various areas to judges and prosecutors in Iraq, and the Iraqi Bar has now expressed a wish to receive the same kind of training. The project will provide training to 75 members of the Iraqi Bar as a first step.The topics will be:1)Int. Human Rights Law, primarily based on the provisions for fair trial and due process in the 1966 Int. Covenant on Civil and Political Rights and 2) Int. Humanitarian Law,also referred to as Int.Criminal Law which is basically the body of law developed by the various international war crimes tribunals. IAWJ in partnership with the Tanzania Women Judges Association will provide training seminars to magistrates as well as to community workers who work with marginalized women in Tanzania. The focus is on creating better access to justice for grassroots women & enhancing their interaction with members of the judiciary and their understanding of court processes & accessibility. Through focus groups, trainings & seminars, key groups will be reached. Marginalized women, including HIV positive, widows & orphans, will learn about their rights through a partnership with the Society for Women & AIDS in Africa-Tanzania. First-line court personnel, magistrates, are often unaware of their human rights obligations under Tanzanian & international law& need training. Feedback loops will be created so the CSO can provide a forum for marginalized women to share information about their experiences in accessing the courts and for the judiciary to respond to obstacles to accessing the justice system. |

Les élections de 2007 ont enregistré un faible taux de participation: 36,24% aux Présidentielles, environ 31% aux législatives. Le Réseau APEM se rend compte que les citoyens maliens n'ont pas accès à l’information électorale, le leadership féminin n'est pas cultivé et soutenu, les partis politiques ne sont pas représentés dans l’ensemble des bureaux de vote, et les observateurs n'ont pu couvrir que 12% des bureaux de vote.
Par ce projet, le Réseau APEM entend améliorer la légalité et la légitimité du processus électoral malien, de même que la représentation des femmes aux instances de décisions.
D'une durée de 18 mois, le projet informera et sensibilisera les citoyens pour relever le taux de participation; renforcer la présence des partis politiques dans les bureaux de vote; réduire les cas de fraude par la présence d'observateurs et appuyer les femmes pour une représentativité accrue dans les instances de décisions. Il couvrira tout le territoire.

Our project aims to create and take participatory Theater in Education (TIE) programs, that give an empowering felt understanding of basic concepts that are at the heart of democracy to young people from different minority and marginalized backgrounds.
Giving them a chance of creating their own social and personal values in relation to the concepts and expressing them artistically.
The project aims to cross borders, not only between arts and education, but also national, social, ethnic and individual ones.
The project also offers young people and their educators new modes of democratic dialogue, and stimulus for active involvement in democratic institutions.
We will take three different TIE programs, created for different age-group children to different communities in Hungary and also neighboring Slovakia and Serbia.
Teachers will receive support to follow up the work.
Finally an exhibition and publication will give voice to the young people's artistic reactions to the programs. |

The right to vote is one of the basic constitutional rights entitling the citizens living in a country regarding itself as a democratic one. An important precondition of exercising this right is the registration of voters and, as a result of it, the composition of correct and accurate voters’ lists. A correctly and accurately compiled voters’ list allows for all the citizens having the right to vote casting their votes, prevents abuses (e.g. double voting), and hinders the voting of individuals who are deprived of the practice of this right by legal reasons and correct judicial procedures. Our project involves the central electoral bodies of our member states and includes surveying the legal framework of the registration of voters, exploring the malfunctions and the reasons for these malfunctions, identifying the best practices, offering recommendations for the best solutions and organizing a global conference on the subject “Developing accurate voters’ list in transitional democracies |

The ACE project offers already a variety of tools and possibilities to support the capacity development of national electoral authorities. The component for which funding is sought is centred on the development of its regional dimension by consolidating the ACE regional centres as knowledge and information hubs for the generation, codification and dissemination of electoral related content from a demand-driven perspective.Building upon the successful establishment of the regional network in 2007, the project will begin the decentralization process of the web content management activities in selected ACE regional centres and establish an open source IT infrastructure to support this goal in a multilingual environment.
The project will also focus on the dissemination in different languages of the already existing body of electoral literature with the distillation of new knowledge with a regional perspective, and inform the agenda of donors and assistance providers accordingly. |

District Thatta, Badin & Tando Mohd Khan are few of the most deprived and backward districts of Sindh, Pakistan where 90% of the population living in the rural areas. Women are generally deemed inferior in these areas and do not have any freedom to choose themselves their own representative in the local and national legislative forums due to illiteracy, unawareness about power of their vote & democracy. There is a greater need to educate rural females about the power of their vote and democracy as well as motivate & mobilize them to strive for protection of their rights through their vote and elected representatives. This project will be initiated in the 680 villages of the targeted districts where rural females will be mobilized & motivated through interpersonal dialogues, meetings, media campaigns, social gatherings, theatres, formation & training of rural women groups etc. The project will be managed, monitored & supervised by ALWS through its members, volunteers & project staff. |

Kenya will be holding its general elections on 27 December 2007, different political parties have developed manifestos which seek to improve the lives of Kenyans. In the past election year’s political parties have made pledges to the electorate. This project will therefore seek to empower the citizens to claim their rights from the government by holding the government accountable to the pledges it has made to ensure human and fundamental rights are taken into consideration when new polices are being implemented and developed.
AMWIK intends to partner with Community Based Organisations to carry out a Human Rights Education Programme in 8 marginalised districts in Kenya. To supplement the awareness campaign, AMWIK will run 16 live radio programmes on radio to educate the general public about the human rights issues as well as train journalists.Other activities will include production of a quarterly newletter and a national essay competition. |

The project’s overarching goal is to empower grassroots Romani organisations for advocating adoption of legal and policy measures to combat racial discrimination and for promoting international human rights standards in national legislation. The actions aim at capacitating grassroots organisations in 6 countries to support Romani individuals in challenging racial discrimination; to campaign for the adoption of anti-discrimination legislation in compliance with international and European standards; and to campaign for adequate legal protections against forced evictions. Activities also aim to sensitise law and policy-makers of the multiple disadvantages facing Romani women. Capacitation of Romani grassroots organisations will be achieved through targeted training by the ERRC; collaboration between the ERRC and Roma NGOs in formulating advocacy strategies to amend legislation and policies which have an adverse impact on Roma; and joint advocacy actions at international level. |

This project aims to promote development and awareness of sustainable and cost-effective voter registration models, particularly in least developed and post-conflict countries, by analyzing the costs, sustainability and effectiveness of low-tech, medium tech and high tech approaches to voter registration. Informed decision-making in this area is important, as ill-informed decisions may have a high financial or political cost or both. The availability of high tech solutions to voter registration has added complexity to this area. Voter registration can benefit from technology as much of the work of election administration involves management of data on voters. In some cases however, the use of more advanced technologies is not without challenges. It is important to recognize the need to make realistic appraisals of the capacity to manage the system and to sustain it in future.

From 2002 to 2007 ASIES carried out programs of education on human rights in Huehuetenango and Solola, having trained 426 women and 91 men who were representatives of 50 municipalities, all of them indigenous leaders, who carried out activities of dissemination of knowledge, reaching 10,700 persons. It’s intended to replicate this experience, in the Department of Quiche, chosen because it was one of the hardest hit by the internal armed conflict, it was here where the highest number of cases of lynching had been reported, which shows the need to make efforts in the issue of promotion and effective respect for human rights. 100 indigenous leaders will be trained. Also, a group of facilitators will be trained and from them, those who will teach the training modules will be selected. The approval of the Quiche headquarters of the R.Landivar University will be sought as well as that of the Social Area of the Quiche Diocese and the community of Marist Brothers to support the training. |

The ICTJ, as one of the foremost international organizations on transitional justice (TJ), has worked in Burundi since 2005, conducting multiple expert missions, organizing various technical workshops, and implementing security system reform (and presently leading a country-wide police census). The ICTJ works in close partnership with the UN, civil society, and other key partners.
In this program the ICTJ will help develop the capacity of the proposed TRC, government, civil society, media, and UN to strengthen TJ initiatives. This would also include providing technical expertise to the UN Integrated Office (BINUB), UNDP, and the OHCHR. In addition the ICTJ will advocate for victims’ organizations and support effective SSR/vetting initiatives. All these activities will help strengthen transitional processes, the rule of law, and peacebuilding in Burundi - providing increased opportunities for the consolidation of democratic gains since the 2005 legislative and presidential elections. |

Aim is to build partnership between media + civil society on democracy building, to define actionable recommendations in key areas of media development. For the first time, there will be an agreed set of strategies on key issues of concern: Advocacy strategies: How to put media freedom at the heart of the development agenda? Enabling media environments: What types of structures are needed to ensure media can play a role in democratic development? Dialogue with civil society: How can media be inclusive, access of marginalised groups to media? The project is a 3-year “Bottom-Up Governance Leadership Program" for women in Papua New Guinea, Solomon Islands, Fiji and Tonga. Fifteen women from civil society groups will be selected from each country. They will participate in a 9 month leadership program to increase their knowledge and strengthen their confidence in politics, with the goal to increase their participation in bottom-up governance. Further, will they be able to use these skills to become community leaders, driving increased citizen involvement in governance. After completion the women will receive a “Diploma of Bottom-Up Governance”. Thereafter, a Proposal Application Round will take place where the women can apply for funding for innovative local-level initiatives that enhances increased civic empowerment and engagement in governance. They will be required to adapt the skills gained during the program. The outcomes will be monitored and ongoing evaluation taken place over the entire period. |

The first phase of iKNOW Politics established a website, recruited members and facilitated information sharing among over a half million women. This proposed program would place 3 regional coordinators in Latin America, Africa and the Middle East to conduct personal outreach to women and to facilitate knowledge sharing in Spanish, French and Arabic. The activities would increase the number of users from specific regions; increase the number of affiliated regional, national, and grassroots organizations; and increase the number of iKNOW Politics events and trainings held at the country level. This would allow iKNOW Politics to share political experiences of 2,000 members with women from grassroots organizations, rural areas, and places with limited access to technology.

1. Through its objectivity, neutrality and fairness, as well as the media’s ability to increase public knowledge and information regarding the elections, the candidates and the issues.
2. Through responsibility in reporting about campaign expenditures, as well as to help to scrutinize the whole electoral process to guarantee its transparency.

To prepare Kosovo for a post-status self-governance, civil society organizations (CSOs) must improve their capacity to orient government bodies to the public interest. With support from the National Democratic Institute (NDI), the Balkan Investigative Reporting Network (BIRN) and the Kosova Democratic Institute (KDI) propose a program to strengthen the role of civil society in ensure a transparent and accountable parliament.
BIRN proposes to use its media capacity to conduct watchdog-related activities by hosting media programs that publicize the activities of the legislature. KDI would monitor government institutions and the Assembly of Kosovo based on emerging democratic legislative standards. NDI would leverage its cooperation with the Assembly to provide monitoring tools and support KDI’s advocacy efforts to improve MP accountability. The consortium would demonstrate that successful civil society engagement in the political process can improve Assembly transparency.

In January 2007, the Member States of the African Union (AU) adopted the African Charter on Democracy, Elections and Governance. This marks a significant step forward for AU as an actor promoting good governance in the region. The Charter offers a unique opportunity for stakeholders to consolidate democratic gains that they have made and to ensure democratic practices by governments in Africa. To maximize the potential of the Charter, Idasa, working with a regional network of over 400 non-governmental organizations (NGOs), African Democracy Forum, plans to launch a campaign urging Member States to sign and ratify the Charter. By developing regional and national strategies, the campaign would build solidarity among NGOs and enhance the capacity of NGOs to engage in constructive dialogues with policy makers. A successful campaign would ultimately result in the ratification of the Charter by at least 15 Member States, by which the Charter come into force. |

By implementation of this project, participation of marginalized or vulnerable communities to democratic processes and decision making processes is highly expected. It seems that shortage of officers who have education on democracy and gender is a great problem that is haunting in the public and private sectors. This matter will also be addressed by this project.
To evaluate project activities, provincial and national elections, which will be conducted in 2009 and 2010, will be used. Self help groups will carry the massage of democracy to the society even after the completion of this project.

Mozambique's second municipal elections have just been concluded. Next year will see both provincial and general elections. In this context, the project will train female elected members of municipal and provincial assemblies to become advocates of gender equality, and to target issues and policies that inhibit the equal participation of women. Also, the project will facilitate the interaction between female politicians and their constituencies represented through female community leaders.
The goals of the project are achieved through a series of trainings that are followed up in community groups, and supportive activities like linking female politicians with their colleagues in other Municipal and Provincial Assemblies. Appr. 275 women will be the direct target group of the project, including female politicians and community leaders. The project will be implemented by Ibis and her local partners such as Forum Mulher, the Human Rights League, the Farmers Union, etc. |

As ISC/CD Secretariat, CCD will play a major role in developing the agenda for the July 2009 Lisbon Community of Democracies Ministerial Conference. CCD will organize five regional ISC/CD workshops in the fall of 2009 to ensure action on the recommendations issued by that Ministerial and to prepare a civil society agenda for the 2011 Vilnius Ministerial.
Heading the agenda of those workshops will be action on our 2008 report, “Implementing the Global Strategic Plan for Democracy Education,” a collaborative effort to link civil society in CD countries to Ministries of Education in order to create “cultures of democracy.”
Those workshops will also formulate ways to strengthen the CD by engaging civil society with its new Permanent Secretariat for action on such issues as civic education, threats to democracy, democracy and development, an institutional framework to determine CD membership, gender equality and regional cooperation and to strengthen the UN Democracy Caucus.

We will train thirty civil society 'facilitators' (two workshops), who will then train a further 300 local representatives (ten workshops).
The training will be accomplished through workshops and the use of training manuals. The four key areas on which the training will focus will be:
* organisation of local voter information and civic education campaigns;
* use of media during and in relation to the electoral process and ways of influencing it to meet its responsibilities to the democratic process;
* making objective and effective interventions in electoral disputes; and
* participating effectively in domestic election observation.
The project will cut across ethnic, language geographical and other boundaries. |

Ethiopia has enacted adequate human rights laws, but its inability to enforce them has perpetuated a culture of impunity regarding human rights violations. The Ethiopian Human Rights Commission (EHRC) has nationwide responsibility for the investigation and remedy of human rights complaints and for guiding government policy in this area. While it was established in 2000, it has become active only in 2008.
The Project proposes to build the institutional capacity of the EHRC; to enhance its members’ knowledge and skills to effectively investigate allegations of human rights abuses and to enforce human rights laws by negotiated settlement or by rendering judgment; and to address the underlying institutional and systemic problems which undermine the protection of human rights in Ethiopia.
Ultimately the Project aims to ensure that all citizens – especially women and other vulnerable groups – have effective access to justice for violations of their fundamental rights.

Fride has been charged by the World Movement for Democracy to undertake a project aimed at enhancing the effectiveness of democracy assistance. The aim is to present recommendations to this end at the World Movmement's Sixth Assembly in Jakarta in spring 2010. Both prior to and following this event we wish to undertake comprehensive dialogue and focus groups with civil society organisations and democracy promoters in as wide a range of countries as possible. Our objective is to engender participative dialogue around, and input to, an on-going assessment of the 'lessons learned' from recent trends in democracy assistance. |

The project will develop civic participation in the formulation of public policy with a gender focus. It aims to help resolve the municipality's social and humanitarian crisis, originating in armed conflict. The current municipal government and women's organizations have the political will to eliminate the exclusion and vulnerability that half of the municipal population faces. Local development without the guarantee of human rights for women is impossible.
30 leaders of women's organizations will be trained for empowerment and problem solving to design a policy that will incorporate the interests and needs of women and collaborate with other social actors. Also, a process of political advocacy will be carried out before the municipality's legislative body and government.
Final results will include public policy, a participatory budget and mechanisms of social control for the proposal's implementation approved by the municipality and the women who participate democratically. |

Both government and civil society (CS) have a relatively new history of development in Kosovo. Both have started their true development after 1999, in a situation where almost everything had to be built from scratch. Eight years later, government bodies still cannot draft laws and policies, and implement regulations that meet the needs of citizens. On the other hand, civil society organizations are lacking capacities in order to take part in public policy development.
This project will strengthen the capacities of the civil society to play an active role in public policy shaping and law drafting process, and help the government to benefit from the role civil society has to play in this process, through four main components: capacity building for CSOs; technical and legal assistance for CSOs ; promoting debate within CSOs on involvement on public policy and law drafting process; and raising awareness of the local and central government on the role of civil society in this process. |

The primary objective of this project is to improve the transparency and integrity of the policy making institutions through democratic dialogue, advocacy, capacity building, and documentation. The project will create a political space for civil society to influence the public policy making by using the opening opportunities such as Bali Democracy Forum for Asia and the Pacific (initiated by Indonesian government in 2008), ASEAN Summit, SAARC Summit, and East Asia Summit, and also to maximize the existing national, regional and international mechanism. This project will take two years time and covers Asian region, in particularly the 16 countries with FORUM-ASIA’s members. This project will enable civil society, parliaments and governments to exchange best practices to improve the performance of public institutions. This project seeks to, build capacity:
a.of non-state actors to effectively observe and monitor public procurement in Nigeria.

Secondly this project seeks to mobilize CSOs and professional bodies to support full implementation of the Public Procurement Act 2007.
This project will also ensure:
1.the establishment of an ICT based internet portal for collation,analyses and dissemination of procurement observation reports and information, improving interaction amongst non-state actors in the procurement process.
2.the writing and publication of a comprhensive procurement observer's manual.
3.the assessment of levels implementation of Public Procurement Act [PPA] 2007 in the year 2009 and 2010,thereby identifying issues for advocacy. |

This project aims to foster dialogue and tolerance among youth from different backgrounds in Palestine and to build their capacity and forums for them to take part in democratic processes and to promote democratic principles in their communities. The project focuses on bridging the gap between the public, as represented by youth, with three main authorities in Palestine (the Palestinian Legislative Council, the Judiciary and the Syndicate).
The project addresses pressing democratic challenges in Palestine, particularly the growing internal divide between the Palestinian people and the lack of public forums for the public to participate in decision making.
The benefit of this project is that it ensures real participation in political dialogue by people from all backgrounds, that the voices of marginalized groups are heard and that national unity is sought based on non-violent national dialogue, tolerance, respect for human rights and the capacity of young people.

The major objectives of the project are to improve the electoral process and voter trust leading up to the 2012 parliamentary elections. There are three major components to the project:
1) Voter awareness public education program. Drawing from work at previous elections, WSP staff will disseminate posters, create television and radio advertisements, and set up a voter education telephone hotline.
2) Training for electoral officials. Also drawing from previous work, WSP will design training programs for those who will train election observers.
3) Civics education program. WSP staff will create a curriculum that will be brought into high schools around Mongolia. WSP staff will equip volunteers with skills to run the curriculum in schools. A secondary benefit from this part of the project is that volunteers will be able to use their acquired skills in their own careers, and will be competent actors in civil society. |

Through qualitative research, the project will identify local women leaders of civil society organizations working for the promotion of better living conditions in different local jurisdictions of Argentina in order to establish: (i) the best practices enabling such leaderships; and (ii) their relationship, if any, with women's participation in representative government institutions at sub-national level. The project will review whether there are virtuous connections between women leaders of civil society organizations and their local representative governments, with the purpose of (i) enhancing women leaders' participation in the democratic debate; and (ii) promoting the capacity of women leaders to influence and participate in political life and representative institutions. This project will build on previous exploratory research by ELA in one jurisdiction of Argentina and will enable future comparative study with sub-national data from other federal countries in the region. |

The primary objective of the project is to address Ghana’s governance deficits through constitutional reform. Though Ghana has had successful and widely praised elections, there are few effective ways of ensuring government transparency and accountability between elections. This can only be addressed through comprehensive constitutional reform. This project is designed to address this deficit. It hopes to do this by instituting a process for constitutional reform by 1)providing public education and advocacy on governance reform in key areas; 2) providing technical support for constitutional reform through seminars and publications; 3) holding a national constitutional reform conference with key actors and technical experts, including representatives from the government, opposition, civil society and the media, 4)the creation of a constitutional reform pressure group to advocate for reform.
