This project supports implementation of the TRC's recommendations to ensure they fully address women's human rights, building on the recent progressive reform of the Family Code and a range of other women's rights initiatives currently underway in Morocco.  
Civil Socety Support to Democratic Processes in 5 Pacific Island Ctrie   Asia and Pacific   Civil Society Empowerment   The Pacific Regional Rights Resource Team   UNDP, Fiji   The Pacific Regional Rights Resource Team (RRRT). RRRT is currently a UNDP proj   3. This proposal is specifically seeking funding for one component of the RRRT Community Paralegal programme’s refresher training which will focus on the following objectives; • the role of civil society in democratic governance • the development of local level (village / community / town) leadership codes • civic education • the role of civil society in combating corruption and increasing accountability • the role of civil society as a “watch dog” • advocacy skills • use of the media in a democracy RRRT has trained more than 300 community paralegals (CPs) in Samoa, Vanuatu, Fiji, Kiribati, Tonga Cook Islands and Solomon Islands. The CPs have been equipped with fundamental legal rights knowledge allowing them to act as agents of change in their respective countries. The CPs are also TOT (Training of Trainers) certified. These CPs have mobilized at both community and policy levels to bring about diverse changes in the Pacific human rights landscape. RRRT has provided training to create this mass cadre of human rights advocates at the grass roots level. What is now required is to bring the CPs in for further skills building in the areas of democratic governance, accountability, monitoring and reporting on corruption, the role of civil society in democracy as well as training in new topics such as; HIV/AIDS and the law, stigma and discrimination, strategies for change, human rights monitoring and reporting and accessing and utilizing the media. RRRT has developed a two week refresher training model and has already implemented this model in the Solomon Islands. The goal is to bring in the following Community Paralegals for refresher training; Solomon Islands 60 CPs, Vanuatu 60 CPs, Tonga 25 CPs and Kiribati 25 CPs.

Communication for Empowerment   Global   Access to Information   Oslo Governance Centre   UNDP Norway   Communication for Social Change Consortium   This project seeks to support enhanced participation of poor and disadvantaged groups in national development processes in five LDCs in Africa and Asia. It is anchored in the belief that one of the most serious problems facing often new and fragile democratic systems in many resource poor countries is the lack of inclusion and participation of poor and vulnerable groups in society. Their inclusion is hampered by, among other factors, lack of information available on issues that shape their lives made available in forms that are appropriate to them, and a lack of capacity to communicate their perspectives into public and policy debate. Furthermore, success in achieving the MDGs and the broader millennium agenda will be determined in large part by how well national planning processes are informed by the genuine participation and involvement of those most affected by development – those at the margins of societies. This project recognises that such participation can only take place if the information needs of all citizens are met and the voices of those most affected by policy decisions are heard. Relevant information made available through appropriate communication mechanisms is therefore essential if poor women and men are to participate effectively in public dialogue and policy development as well as voice views on the performance of government institutions and government officials. Core democratic principles of active participation, transparency, accountability and responsiveness and equity will guide the implementation of the strategy which will include dialogue, research, information validation and dissemination, advocacy and building alliances. The project will comprise four main elements: (i) national consultations with key stakeholders (ii) information and communication audits (iii) building partnerships to develop strategic responses to meet the information and communication needs of poor people and (iv) disseminating project results to global audiences.

This project aims at strengthening the involvement of marginalized groups in both the transition process and the functioning of democracy through introducing legal institutions and mechanisms to protect their rights. The project aims at transmitting the experiences of the Central and Eastern European countries to the target countries (Haiti, Liberia, Mali, Mongolia, Morocco, Ukraine) through conferences, workshops and site visits.

The cadre de concertation des femmes congolaises will act as an observatory mechanism.  
Strengthening Democracy Efforts in Kosovo through Peacebuilding Initia   Serbia   Civil Society Empowerment   CARE International Kosovo   UNDP Kosovo   CARE International Kosovo Communication for Social Development Syri i Vizionit   CARE is seeking to contribute to the success of Kosovo’s status resolution, and to the development of a democratic society, by building a strong foundation for inter-ethnic co-existence and cooperation in select communities across the territory. CARE knows all too well that in the upcoming year fears and tensions among ethnic communities will likely escalate and may culminate in an open conflict. The March 2004 riots are an example of such escalation. Yet CARE’s past work is evidence of how forging dialogue, relationships and networks across ethnic communities can mitigate this escalation: in the twenty communities where CARE was undertaking reconciliation work in March 2004, no violent inter-ethnic incidents occurred. The proposed project seeks to build on CARE’s peacebuilding work to date in order to address both the causes and consequences of inter-ethnic conflict. CARE will use a three-tiered approach that seeks to both address and alleviate the pressing fears between ethnic communities and strengthen local capacity to manage conflict and create a viable inter-ethnic society over time. Throughout this process CARE will focus on capturing tools and methodologies to contribute to a growing body of peacebuilding approaches within Kosovo. At the community level, CARE will utilize and promote peacebuilding tools and principles that will build the skills, attitudes and beliefs needed to address ethnic differences. Strong emphasis will be given to mediating between communities to resolve existing disputes through a peacebuilding approach. These ethnic communities will also be supported in mapping and analyzing the root causes of the conflict and identifying the means to address them in a systematic manner through open and transparent dialogue forums. This will prepare them to address disputes that may arise during this period of transition in the upcoming years. At the same time, the project will work with civil society organizations, municipal government structures, and community-based organizations (CBOs) in an effort to develop local capacity to contribute to and continue the international community’s peacebuilding efforts. As mentioned above, weak community networks have contributed to passivity at community level, where people wait for government or international organizations to address their needs and concerns. Moreover, the development of the non-for-profit and grassroots sector in Kosovo is still in its early stages, with fragmented non-governmental structures failing to take a unified and coordinated approach to resolving critical social issues. Strengthening government and civil society structures, and facilitating their working relationships, is fundamental to creating a robust civil society in Kosovo. In fact, preliminary research on peacebuilding in Kosovo points to the pivotal role of civil society and government leaders in the process. Thus CARE is fully aware that if we do not engage key social and political actors in this project, its work will not translate itself into positive changes at the macro or public sphere.

The pilot project will be implemented in three geographically representative districts based on an agreed set of criteria.

Councillor training for local democracy and good governance in South A   Asia and Pacific   Accountability, Transparency and Integrity   Commonwealth Local Government Forum   Commonwalth Local Government Forum (CLFG)   CLGF and the All India Institute of Local Self-Government   In 2005 CLGF held its biennial pan-Commonwealth Conference on “Deepening Local Democracy”. At the conference, ministers of local government, mayors, councillors and officials, representatives of NGOs, the academic community and the private sector designed and endorsed the “Aberdeen Agenda”. It sets out 12 core principles for local democracy and good governance in the Commonwealth and has since been endorsed by Commonwealth Heads of Government at their meeting in Malta, 2005. Dr Anna Tibaijuka, Executive Director of UN Habitat has also welcomed the Aberdeen Agenda and the focus which it seeks to place in the Commonwealth on promoting local democracy and good governance to contribute towards achieving the MDGs. She recently said: “We at the UN consider the Aberdeen Agenda a very important way to accelerate work on the MDGs,” Since the conference, the Aberdeen Agenda has been widely endorsed at national Cabinet level and at executive meetings of national local government associations, and recognised as a valuable tool for strengthening local democracy and good governance. CLGF is keen to work with its members to support them in practically operationalising the principles, by supporting them in identifying weaknesses, and working with them to build stronger governance frameworks and improve local democratic structures to enable more efficient running and management of their local authorities and to enable councils to facilitate closer links with their local communities. This project will use the Aberdeen Agenda as a basis for the design of a series of training modules for elected councillors in the region. It will be developed by a multi-disciplinary team from the Commonwealth, and will use practical case studies from the region as far as possible. It will explore the role of the elected representative and will help councillors to understand the principles of effective local democracy and good governance and how this relates to local accountability. It will explore practical solutions for developing robust structures, tools to improve local accountability and decision making, and suggest initiatives and projects to help foster and support local democracy within the community. Key themes to be addressed, in line with the twelve principles in the Aberdeen Agenda will include: § Participation - ensuring local accountability within the council and with the local community/other stakeholders § Skills to enable all sectors of the community to participate in local decision making § Improving access to information and promotion of transparency § The councillor’s role in public policy making: “closing the loop” of accountability It will be participatory, and delivered by the AIILSG’s South Asian Unit. AIILSG has created this unit to continue its UMP anchor-institution functions. The unit supports the development of local government in South Asia, and by locating the project here CLGF hopes to build on the commitment which it and the AIILGS have to south south exchange and peer to peer learning. As part of the programme the partners will internally evaluate the effectiveness of the programme, and will explore ways to mainstream the course into its work to ensure longer term sustainability.

The project will focus on five main activities: public opinion survey on corruption, capacity development for civil servants, a pilot one-stop-shop facility, creation of a nation-wide network to fight corruption, a small grants facility for outstanding initiatives against corruption, and educating of right-holders and duty-bearers.

The Commission as a government body has the capacity to monitor this aspect of elections and can institute appropriate legal actions. This will make elections free and fair in Nigeria and deepen our democracy.

Focusing in substantive terms on domestic implementation of the EU anti-discrimination directives and designed to promote legislative transparency, government accountability, and citizen engagement with government policymaking in three Balkan countries, this project will promote democratic practices throughout the Balkan region. This project will include three countries of the Balkans – Bosnia-Herzegovina (BiH), Croatia, and Serbia-Montenegro. The overall goal of this initiative is to promote human rights, increase citizen participation, and establish strong foundations for a sustainable peace in the democratic processes through effective NGO advocacy at the national and regional levels. In addition to promoting legislative transparency and non-discrimination policies throughout the Balkans, our regional project presents several other advantages. First, our local human rights NGOs and lawyer partners will enhance their advocacy strategies through collaboration, networking, and sharing of experiences and techniques with their counterparts in other countries that have nearly identical legal traditions. Second, the regional approach focuses on positive reinforcement to encourage each country in the region to conform to advances in other neighboring countries, with the ultimate goal of progressively raising the level of rights protections for all citizens across the region. And finally, if one country changes its laws to advance human rights, this will impact other countries by creating political pressure on the other national governments, and by adding credibility to human rights NGO advocacy campaigns in neighboring countries. Significant opportunity exists within the region to champion advances in one country, and by relying on regional pride to challenge other countries in the region to adopt similar reforms or to take the lead on related reform efforts. This regional competition is particularly useful with the context of the European Union accession process. Since the EU accession requirements have a strong emphasis on justice, human rights, and democracy, the focus of this project should be of particular relevance to the governments in all three countries who are interested in making significant progress in implementing the accession criteria to become full members of the European Union.

A tool kit, the "iKNOW politics" and other networks will capture lessons.

Ceci traduit une aspiration des populations à une gestion des affaires publiques, privilégiant la transparence,la reddition de compte (accountability) et l’écoute.En réponse à cette aspiration, le Président a proposé la mise en place d’une gouvernance concertée et a publié la Charte de fonctionnement du Gouvernement définissant les principes cardinaux régissant l’action de son gouvernement.Le présent projet vise à soutenir cette dynamique de consolidation de la démocratie au Bénin en mettant en place un forum périodique de concertation au cours duquel les différentes composantes exprimeraient leurs préoccupations au gouvernement qui donnerait des explications et prendraient des engagements qui seraient suivies lors du forum suivant.

Access to education is a major stumbling block due to Vanuatu's geographical spread & high transport costs. This project ensures that citizens with limited/no access to information are educated & informed about their role in civil society. This will in turn produce more participatory active citizenship.

The project will facilitate policy dialogue on democratic governance issues with a particular focus of including civil society in a process.

Creating Demand for Accountability in Kyrgyzstan through the Anti-Corr   Kyrgyzstan   Accountability, Transparency and Integrity   United Nations Office on Drugs and Crime   UNODC Vienna   The Anti-Corruption Agency of Kyrgyzstan   It is proposed that technical assistance be provided to Kyrgyzstan through an anti-corruption mentor, who will provide a broad range of hands-on and sustained technical assistance, including policy advice, technical expertise and implementation support. This support is essential because corruption has become endemic in Kyrgyzstan affecting the entire social fabric of the country. Even government officials acknowledged that corruption was rampant in the country and that it contributed to the mass uprising against the former President in March 2005. There are well-founded fears that if corruption is not contained, it could lead to a possible political implosion, increase in organised crime and threaten national security and sustainable development. The mentor will be based at the newly established anti-corruption agency in Kyrgyzstan, which needs support to move the country out of the current impasse and paralysis caused by corruption. Furthermore, UNODC has received a number of requests for assistance from officials in Kyrgyzstan, especially during the anti-corruption needs assessment mission.

Promotion and Protection on Human Rights of Indigenous and highland et   Thailand   Human Rights and Fundamental Freedoms   Highland People Task Force , c/o Inter Mountain Peoples Education   UNDP Thailand   Highland People Taskforce   The project aims at promoting and protecting human rights of indigenous and highland ethnic people, who are marginalized and are one of the vulnerable groups in Thailand. The basic human rights of the indigenous and highland ethnic people in Thailand have been violated for long time. The human rights situation has continuously deteriorated and has been leading to further violations of rights. The various forms of human right violations that indigenous and highland ethnic people are continuously facing are ethnic discrimination, negative attitudes against indigenous and highland ethnic people, being held entirely responsible for deforestation, illegally entering into Thailand, being illegal migrants. Additionally they are also being exploited by state authorities as some are being planted for drug trafficking and arbitrary arrested. With the limited access to natural resources, lack of adequate housing/shelter and lack of human security, there is a need to have a strong network in order to assist on these human rights violation more systematically and consistently in supporting the work of each ethnic groups, each individual and also collectively as indigenous and highland ethnic people. This project has been conceived from several consultations and lesson learnt from the past advocacy and campaigns activities since 2000.

Des cycles électoraux sont essentiels au développement politique, social et économique de la région. Avec l'intégration économique et politique régionale, les élections sont devenues un défi sous-régional. Malgré efforts régionaux, beaucoup reste à faire pour couvrir l’ensemble du cycle électoral puisque ces efforts portant sur les élections négligent l’entre-deux-élections. Ce projet entend combler cette lacune en créant un espace de réflexion et de dialogue sur les processus électoraux et l'état de démocratie en Afrique de l’ouest. Il complète les initiatives existantes en renforçant la capacité régionale d'analyse et de réforme électorales, en créant un environnement propice à des élections libres et justes, en promouvant de bonnes pratiques électorales et en construisant des réseaux de partenaires électoraux en Afrique de l’ouest.

The project objective are:(i)To conduct civic and voter education for the Malawi 2009 Presidential, Parliamentary and Local Government elections by May 2009 (ii) To develop advocacy, leadership, communication and lobbying skills for aspiring youth and women candidates for the 2009 Parliamentary and Local Government Elections June 2009 (iii)To monitor the electoral and post electoral processes for the 2009 Presidential, Parliamentary and Local Government Elections and (iv) To develop the capacity of elected youth and women members of parliament and local government councillors by September 2010 The project will ensure that youth and women are active participants in democratisation process.  
Afghanistan Accountability & Transparency AIRTIME Initiative   Afghanistan   Accountability, Transparency and Integrity   Equal Access International       By investing in new or fragile civil society, watchdog and media groups through the coordination of radio series and moderated events for officials to directly answer to their constituents, the AIRTIME Initiative (Accountable Institutions through Radio Transparency Initiatives & Moderated Events) establishes informal traditions and trusted institutions that mediate and create demands for accountability and integrity while increasing expectations of transparency and responsiveness in governance. Building on the local trust of UNDEF, our three-pronged strategy uses a comprehensive, dynamic and engaging media series, roundtable discussions and community forums to improve the willingness and capacity of citizens to question their leaders, to strengthen accountability mechanisms and the capacity of government officials to be responsive to citizen demands and to increase access to information about accountability, transparency and integrity to communities across Afghanistan.

For the achievement of above pointed issues we will use different set of methods. We developed the partnership between NGO for the achievement of our long-termed aims. Activity will be concentrated on three key themes: - Providing of access of citizens to the information; - Active promotion women nominees; Active participation in voting women.We consider that paramount question in achievement of this purpose is propaganda for providing broad and active participation of representatives, women, indigenous peoples and ethnic minorities in elections. Representatives of the given population groups during information and training work should realize the importance of their participation in elections. Carrying out of such actions as ToT, the organization of study trips to countries of Central Europe, trainings on voters’ rights and many other activities are planned.  
Providing easy access to human rights for all in Arabic countries   Arab States   Human Rights and Fundamental Freedoms   Mandat International       Due to the complexity and the large number of international conventions, it is difficult to determine what international obligations a particular country has ratified; and it is almost impossible for citizens who are non-professionals! We want to develop the Arabic version of a unique legal search engine enabling anyone, even those without legal training, to have easy, quick, and systematic access to human rights. By simply selecting a theme, a country and a date, anyone can directly access the relevant articles binding the selected country to the selected theme in the field of Human rights. The tool is used by NGOs, governments, ICRC, UNOHCHR, International Tribunal on former Yugoslavia, etc. It is accessible in English, French and Spanish on the Internet: www.whatconvention.org We want to give the same access to the civil society in Arabic countries.  
Women in Democracy   Mozambique   Civic Education, Electoral Support and Political Parties   Forum Mulher - Coordenacao para a Mulher no Desenvolvimento       With the overall objective of strengthening democratization and good governance, the Women in Democracy project will implement a national civic education campaign for the municipal election in 2008 and the general elections in 2009. The primary target group consists of poor and marginalized women, and the expected results are to enhance awareness of civic rights among voters, in particular women, and promote gender equality in the electoral process, hereby contributing to a further deepening and consolidating of democracy. The project has the following specific objectives: 1. Enhanced awareness of civic rights among voters, especially women, and increased participation in democratic and electoral processes. 2. Empowered women actively participating in election processes, actively seeking political positions and actively influencing political agendas.  
Promoting Rights of women through changing Mindset   Bangladesh   Human Rights and Fundamental Freedoms   Bangladesh Nari Progati Sangha       Women in Bangladesh are perpetually subjected to different kinds of violence and discrimination from childhood to adulthood, from family to state level. They are not getting adequate response from state, society and family to overcome these and enjoy full rights of citizenship. Despite some improvement in social sector, the rights of women are being violated in a awful manner. Misperception of people about the role of women, lack of democratic culture and values in family, society and lack of democratic values for youth and in the education system, less representation of women and marginalized groups in power structure severely contributed to this violent situation. The project aims to facilitate the process of empowering the women, raising awareness and increase participation in power structure. It will accelerate the sensitization process among the male members of the family as well as the community.  
Civil Society Capacity Building for Participatory Governance   Global   Civil Society Empowerment   CIVICUS: World Alliance for Citizen Participation     CIVICUS will be the main implementing partner, working with a range of CSOs.   Drawing on global best practice, this project will build the capacity of 120 practitioners, from 40 civil society organisations (CSOs) based in 9 countries from the global South, to promote and implement participatory governance approaches and to interact more effectively and constructively with State institutions. The project will emphasise inclusive approaches that are evidence-based, solution-oriented and have proven benefits, such as participatory budgeting, evidence-based advocacy, constructive dialogue, participatory expenditure tracking and community-based monitoring of pubic services. Capacity building will be achieved through a multi-faceted strategy of: skills training, South-South networking and mentoring and direct support to innovative pilot projects. The project will target CSO practitioners but will also directly involve and aim to build sustainable operational relationships with their government counterparts at the local and national levels.  
Projet de Renforcement des Jeunesses Féminines des Partis Politiques   Senegal   Civic Education, Electoral Support and Political Parties   Mouvement Citoyen       Ce projet de deux ans s’insère dans le Cadre Stratégique du Mouvement Citoyen pour les années 2007-2012 et au croisement des Objectifs Stratégiques pour la promotion des groupes vulnérables et marginalisées et la promotion du leadership des jeunes femmes et des jeunes hommes. Le projet va renforcer la présence des jeunes femmes sur les listes électorales, augmenter leur influence au sein des partis politiques et accroître leurs opportunités de promotion interne ainsi que leurs chances d’être élues au niveau des instances de prise de décision. Il consiste en six volets: l’inscription sur les listes électorales; la formation en démocratie, droits humains, citoyenneté, en leadership et sur les institutions nationales et locales; le renforcement des capacités organisationnelles et techniques des jeunesses féminines; la mise en réseau avec les organisations de la société civile ; le plaidoyer envers les décideurs, et les leaders des partis politiques et leaders d’opinion.
